We are currently seeking an experienced, dynamic and collaborative professional to serve as the Acting Deputy Director within our Audit and Assurance Division. Reporting to the Vice President of Audit and Assurance you will:
  • Support the Vice President in carrying out the audit-related strategic initiatives of the Division, overseeing the annual audit plans and the Division budget, and demonstrating leadership to Division management and staff through carrying out the vision of the Vice President in establishing clear expectations, transparent communications, commitment to team success, coaching, and supervision.

Responsibilities

Working in a creative and fast-paced environment, the Acting Deputy Director oversee the day-to-day activities of the audit-related function of the Division.
will describe responsibilities in one line. Among others, your responsibilities will include the following:
  • Serve in the acting capacity in the absence of the Vice President.
  • Assist the Vice President in developing, implementing and measuring strategic and tactical goals and objectives.
  • Assist the Vice President in establishing, communicating and monitoring the vision of the Division.
  • Prepare, reviewing and/or presenting information, analysis, white papers and/or reports for the Vice President, Executive Leadership, FCC, or the Board of Directors.
  • Manage and coordinate multiple high priority ad hoc requests from the Vice President, Executive Leadership, FCC, or the Board of Directors.
  • Assist the Vice President in developing and managing the annual budget.
  • Represent the Division on USAC projects, with Executive Leadership, management and the Board of Directors and the FCC and other external organizations.
  • Oversee the execution of the annual audit plan to provide effective oversight of the Universal Service Fund (USF).
  • Ensure the quality of audit work products (e.g., audit reports) and other correspondence for Vice President’s signature.
  • Oversee necessary audit efforts for whistleblower or other authorized investigations.
  • Raise compliance issues that require FCC guidance to FCC staff in a timely and appropriate manner.


Qualifications
  • Bachelor Degree and/or relevant technical training and certifications. Master’s Degree preferred.
  • Eight (8) to Ten (10) years of directly related experience.
  • Five (5) to Seven (7) years of management or internal operational/technical leadership experience.
  • Three (3) to Five (5) years of direct business leadership experience.
  • Ability to handle a large variety of details and work with all levels of the organization.
  • Analyze and develop solutions to problems.
  • Strong analytical skills with the ability to collect, organize and disseminate significant amounts of information with attention to detail and accuracy.
  • Prepare and deliver information in a clear, concise and professional manner.
  • Ability to manage multiple high priorities and work with a sense of urgency to meet tight deadlines.
  • Ability to translate complex analytical findings into comprehensive insights for business stakeholder.
  • Training or Formal Education Fields in Audit, Accounting, Finance and/or Business preferred.
  • Other Desired Experience: Telecommunications Industry; Finance and Budgeting; Regulatory

Licences and Certifications
  • Certified Public Accountant (CPA) and/or Certified Internal Auditor (CIA), required
  • Certified Fraud Examiner (CFE), desired

USAC works in close partnership with the FCC and other federal and state partners to support the achievement of the USF program goals.
USAC administers the USF programs—High Cost, Lifeline, Rural Health Care, and Schools and Libraries. USAC strives to provide efficient, responsible stewardship of the programs, a key national asset in making important telecommunications and Internet services available to consumers, health care providers, schools, and libraries throughout the United States. The program divisions are supported by additional USAC personnel in Finance, General Counsel, Information Systems, Internal Audit, the Enterprise Program Management Office and Human Resources. Consistent with FCC rules, USAC does not make policy for or interpret unclear provisions of statutes or the FCC’s rules.
Universal service is paid for by contributions from telecommunications carriers, including wireline and wireless companies, and interconnected Voice over Internet Protocol providers, including cable companies that provide voice service, based on an assessment of their interstate and international end- user revenues. These contributions are most typically passed through to consumers through a universal service fee line item on their telephone bills.
