The Utilities Project Manager administers and manages all capital improvement projects to the City wastewater collection system. The position performs a variety of professional, administrative, and technical duties related to the planning, funding, design, management, and construction phases of project and program improvements. The position assists the Wastewater Superintendent and Assistant Superintendent in the development of the Department’s annual operating and capital budgets. The position performs the same range of duties as the Capital Program Manager but with the emphasis on the City’s wastewater collection system. The position requires extensive coordination and communication work to monitor construction projects from the design phase through completion. It requires extensive knowledge of the wastewater collection system. It also requires extensive knowledge of the utility rate structure. The position is under the general supervision of the Wastewater Superintendent, with wide latitude for independent judgment and initiative. The position requires a Bachelor’s degree in civil engineering, construction management, or a related field. Four years’ experience in public works construction and project management is preferred. The position requires a valid driver’s license. The position works in a public building environment where the noise level is generally moderate and in a field environment at construction sites that include exposure to adverse weather conditions, heavy construction equipment, and traffic.
