About the Job:
The Senior Program Analyst (IN.gov Program Project Manager) manages the information systems activities for specific functional information technology departments in an Information Technology Division of a State Agency. More specific it manages the States Web Portal (https://www.in.gov/inwp/files/transparency.pdf) and all of its portal services (http://www.in.gov/inwp). This position manages a large contractor in the delivery of managing the State’s Web Portal. The candidate must have 1 years’ minimum experience, knowledge, and exhibited skills in 2-4 of the following knowledge areas:
  • Project/Portfolio Management
  • Application Development Agile Methodology
  • Vendor/Contract Management
  • Payment Processing
  • Web and Application Hosting Infrastructure
  • Web Content Management System
  • Website Design Technologies
  • Experience with Executive Branch of Government
  • Customer Engagement: Service, Advocate, & Escalation

A Day in the Life:
  • Follow strategic direction set by IN.gov Program Manager
  • Maintains KPI/Metrics for the above knowledge areas
  • Maintains KPI/Metrics for all IN.gov Portal Services
  • Manage the daily operations of the IN.gov Program contract vendor according to deliverables’ and requirements defined in its contract performance addendum.
  • May assume IN.gov Program Manager’s responsibilities in their absence;
  • Manage all IN.gov helpdesk tickets
  • Execute responsibilities and goals as assigned by the IN.gov Program manager.

What We’re Looking For:
  • Broad knowledge of all information technology disciplines and general business theory;
  • Thorough knowledge of the organization and management of the state agency’s operations;
  • Considerable knowledge of the organization and management of state government;
  • Ability to negotiate complex and large sum agreements with other agencies, divisions and outside vendors;
  • Effectively communicate, both orally and in writing;
  • Ability to frame issues based on the policy implications associated with managing what is otherwise a very technical discipline.

Supervisory Responsibilities/Direct Reports:
This role may serve as a team lead for an assigned work group.
