We are currently seeking an experienced, dynamic and collaborative professional to serve as a Project Manager II within our Enterprise Portfolio Management Office – Business Transformation team. Reporting to the Director of Strategic Project Management you will:
  • be a key resource in supporting the development, implementation, and continuous improvement of project management principles and techniques within USAC.
  • identify areas for improvement, support improvements, and serve as a project management professional to assist Programs/Divisions with ad hoc project management support.

Responsibilities

The position’s essential duties include, but are not limited to:
  • Supporting the planning and development of USAC-wide processes, tools, and techniques for performing project management, including automated tools and systems, such as ServiceNow
  • Supporting the delivery (e.g., training) of new processes, tools, and techniques for performing project management, including automated tools and systems, such as ServiceNow
  • Providing direct project management support to Programs/Divisions for new, ad hoc, or otherwise critical projects
  • Collaborating effectively and engendering confidence with the program and business units at multiple levels of the organization who partner with EPMO on a variety of strategic efforts
  • Supporting the planning, executing, and implementing of a variety of USAC-wide initiatives in furtherance of USAC’s mission, including collaborating with colleagues across USAC, at the FCC, and in industry
  • Supporting and potentially leading efforts to foster a community based on sharing knowledge and best practices within USAC related to project management (currently the Project Management Community of Practice (PM CoP))
  • Evolve the project management discipline at USAC to coincide with the maturation and needs of the organization, which could include the development of program/portfolio management support
At a minimum, the successful candidate will excel at operating in a diverse and fluid environment, and:
  • You have earned a Bachelor’s degree in related field from an accredited school. Masters degree preferred.
  • You have 5 to 7 years of corporate, consulting and/or business experience
  • You also have 1 to 2 years of management or internal operational or technical leadership experience.
  • You have a PMP certification in good standing, or at a minimum be able to earn a PMP within 6 months (must already have pre-requisite knowledge and experience).
  • You have an excellent understanding of project management principles and methodologies
  • You possess strong interpersonal, written communications, and persuasive skills; are comfortable and effective working with peers
  • You are an expert with Microsoft Office, specifically Outlook, Excel, and PowerPoint, and excellent working knowledge of Project
  • You have a thorough knowledge of business management concepts

In addition, a superior candidate will possess:
  • You have a strong understanding of, and commitment to, continuous business improvement processes
  • You have experience building and maintaining cross-functional relationships with a variety of internal and external stakeholders

About USAC

Through its administration of the $10 billion Universal Service Fund (USF) programs on behalf of the FCC, USAC works to promote the availability of quality services at just, reasonable and affordable rates and to increase access to advanced telecommunications services throughout the nation. Specifically, the USF programs provide funding for the expansion of telecommunications and broadband access to rural communities and health care facilities, schools and libraries across the country, and low income households. Through program administration, auditing, and outreach, USAC works with contributors, service providers, and program beneficiaries to achieve the program goals articulated by the FCC for each of these programs.

The FCC has reformed the USF to support further investment in and access to evolving broadband infrastructure, making the programs a primary vehicle to support this critical national priority. USAC, as the administrator of the USF, plays a critical role in supporting the ambitious vision to ensure that all citizens in the United States have access to high-speed broadband. The organization has approximately 500 employees with an operating budget of more than $200 million. USAC works in close partnership with the FCC and other federal and state partners to support the achievement of the USF program goals.

USAC administers the USF programs—High Cost, Lifeline, Rural Health Care, and Schools and Libraries. USAC strives to provide efficient, responsible stewardship of the programs, a key national asset in making important telecommunications and Internet services available to consumers, health care providers, schools, and libraries throughout the United States. The program divisions are supported by additional USAC personnel in Finance, General Counsel, Information Systems, Internal Audit, the Enterprise Program Management Office and Human Resources. Consistent with FCC rules, USAC does not make policy for or interpret unclear provisions of statutes or the FCC’s rules.

Universal service is paid for by contributions from telecommunications carriers, including wireline and wireless companies, and interconnected Voice over Internet Protocol providers, including cable companies that provide voice service, based on an assessment of their interstate and international end- user revenues. These contributions are most typically passed through to consumers through a universal service fee line item on their telephone bills.
