The Minnesota Judicial Branch is pleased to announce that the Strategic Planning and Projects Division within the State Court Administrator’s Office is looking for an experienced project manager. This position works closely with project stakeholders, sponsors, professional IT and Court Services staff, local court staff and state and local agencies to execute assigned projects and with project teams in other state agencies. The position may require travel within the state of Minnesota. This is a temporary position is expected to last until November, 2020, with the possibility of turning permanent at the end of the temporary assignment.

This project manager will be managing a large project involving the MN Judicial Branch and the MN Bureau of Criminal Apprehension. This position will involve working closely with, and managing the project deliverables of both organizations. It is expected that this project will be the primary focus of this project manager with other projects assigned as capacity allows. The full-time position is classified as an Information Technology Project Manager and will work during normal business hours, Monday-Friday. This work will be conducted in an office setting at the Minnesota Judicial Center, in St. Paul, Minnesota. The Minnesota Judicial Branch offers a comprehensive benefits package. Example of Duties

The following are examples of major job duties expected for this position to perform:

  • Following the Project Management Office (PMO) processes and standards, create project timelines, documentation and communication plans. Develop a detailed project definition and track milestones and deliverables using project plan. Create and deliver status reports at defined intervals.
  • Estimate resources needed to achieve project goals, assign tasks to project team members and monitor completion of those tasks.
  • Manage issues and risks that are identified during the project and adjust schedules, resources and plans as needed.
  • Perform formal project closeout, including celebrating successes, releasing the project team, ensuring the documentation is moved to appropriate storage areas and ensuring that a maintenance and support plan is in place.
  • Engage with state and local agencies on establishing scope and deliverables for inter-agency system integration projects.
  • Work with state and local agencies on defining scope, timelines, communication processes and agreements required to collaborate on system integration projects.
  • Work with assigned resource managers when necessary to resolve any personnel performance issues.
Typical Qualifications

Any combination of education, training, and work experience which indicates possession of the knowledge, skills, and abilities listed below will be considered. An example of an acceptable qualification is:

Minimum Qualifications:

  • BA degree in computer science, management information systems or related field; or equivalent information technology and project management training and experience.
  • Requires project management experience managing IT projects and knowledge of project planning software.
  • Experience in leading projects that include application development, software and/or hardware deployment, vendor implementations, and integrations with other agencies preferred.
  • Experience in leading projects that involve a geographically dispersed user base, preferred.
  • Experience in leading projects that involve coordination of multiple disciplines across multiple organizations.

Knowledge, Skills and Abilities:

  • Knowledge of and expertise in project management methodology, tools and techniques desired.
  • Ability to communicate, both orally and in writing, and to translate technical terminology into terms understandable to non-technical employees.
  • Ability to work with other divisions to resolve new technology, application design, and business practice issues.
  • Basic knowledge of the capabilities of network and data communication technology, preferred.
  • Project estimating skills required.

Preferred Qualifications:

  • PMP Certification from PMI desired.
  • Scrum Master Certification desired.
  • Knowledge of court business procedures and policies, including specific court functions and processes sufficient to understand and identify user needs, potential resources, and complexities, preferred.

SALARY RANGE: $32.37 – $50.19 ($67,589 – $104,797 annually).
