General Description and Classification Standards
The Department of City Planning is committed to implementing Atlanta City Design and transforming Atlanta into the best possible version of itself. Adopted into the city charter in December 2017, Atlanta City Design articulates an aspiration for the future city that Atlantans can fall in love with, knowing that if people love their city, they will make better decisions about it.
The department is advancing code innovation to implement Atlanta City Design and enhance quality of life and housing access for everyone in Atlanta. The Office of Buildings ensures minimum standards for the construction, repair, demolition, occupancy and maintenance of buildings, structures and properties and implements best in class customer centered permitting, plan review, inspection, and zoning enforcement services required by the City’s Codes for repairs, alterations and additions to existing structures and new residential and commercial construction. The Office is also responsible for protecting the tree canopy on private property throughout the City.
The Manager of Code Innovation leads efforts to enable affordable methods of construction and sustainable practices. This will involve both streamlining processes as well as fine tuning both building and zoning codes to lower the cost of and time required for construction and to make sustainable practices easy to permit. The goal is to enable new kinds of buildings, new kinds of construction methods and an expansion of housing supply, particularly for lower income residents. This is to be done without sacrificing safety and public well being.
The manager will be responsible for diagnosing key pain points of constructors and developers, prioritizing the road map of reforms and then studying and developing reforms through to adoption and implementation. The role also involves training of Office of Buildings staff when reforms are rolled out.
Supervision Received
Direction received is general and focuses more on long-term and short-term operating objectives, managerial effectiveness, and operating results.

· Launches and directs the department’s code innovation efforts
· Diagnoses pain points of constructors and builders
· Prioritizes reforms that would deliver highest time and cost savings to industry, particularly developers of affordable housing
· Manages reform development process from ideation to implementation including training of Office of Buildings staff when new reforms are implemented
· Maintains contact with key industry groups at local, regional and national level to stay abreast of latest industry developments and best practices

Minimum Qualifications – Education and Experience
Bachelor’s degree in engineering, construction management or related field (Equivalent professional experience may be considered for substitution for the required degree on an exception basis).
3 years of progressive construction experience.
Preferred Education & Experience
Masters’ degree in engineering, construction management or related field. Experience leading transformative initiatives. LEED Certification.
Licensures and Certifications
LEED Certification – Preferred
