The Office of the State Superintendent of Education (OSSE) is the State Education Agency for the District of Columbia charged with raising the quality of education for all DC residents. Within OSSE, the Division of Data, Assessment, and Research is responsible for using data to measure and communicate student success. We strive to develop data and measurement systems and resources, produce actionable data, and to conduct research that increases the capacity of our stakeholders to initiate and drive policy decisions and implement and evaluate successful programs that support the improvement of students’ educational opportunities and outcomes.

Reporting directly to the Assistant Superintendent of DAR, the Management Analyst (Project Manager) will be responsible for providing a range of administrative, research, operational, project management and data analysis support. The Project Manager will support intra-agency collaborations, working across all divisions within OSSE as directed by the Assistant Superintendent.


Duties and Responsibilities

The Management Analyst (project manager) will provide project and technical management oversight for a variety of analysis, resource planning, contract monitoring and network management functions. They are expected to plan, organize, analyze, evaluate, and manage assigned projects and responsibilities; and identify alternatives solutions to problems in assigned projects. The Management Analyst will develop comprehensive, long-range management studies and create project schedules showing the sequence of tasks, target dates, and persons responsible for the various activities based on the complexity and scope of projects, due date, and input from team members regarding lead times, estimates timeframes required for such project activities.

They will develop graphic presentations of analyses in PowerPoint and other formats to present findings and make recommendations regarding the planning and management of programs to enhance the quality of services and accomplishment of performance expectations set for the division. Furthermore, the Management Analyst will develop or coordinate with appropriate stakeholders to develop statements of work for procurement initiatives and ensures the execution of ideas from concept, procurement, and implementation and manage contractors as assigned. They are expected to perform other related duties as assigned.


Qualifications and Education

Specialized Experience: Experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level in the normal line of progression for the occupation in the organization. Applicants who have the 1 year of appropriate specialized experience are not required by this standard to have general experience, education above the high school level, or any additional specialized experience to meet the minimum qualification requirement. Specialized experience could include, but not be limited to previous experience leading oversight of highly complex and time sensitive projects, collaborating with various groups of high-level stakeholders on highly-visible and large scale projects, and familiarity with project management tools and templates.

Working Conditions/ Environment

Work is normally performed in an office environment. Occasionally, the incumbent may be required to visit various locations within the District of Columbia.

This is an Education Service (ES), “At-Will” Appointment.

Bachelor’s/Master’s degree in a related field such as business management is highly preferred.

A PMP certification is highly preferred but not required.

This position has no promotion potential.

This position is not covered under a collecting bargaining agreement.

In accordance with Chapter 4 of the D.C. personnel regulations, Suitability, this position has been deemed as security-sensitive. Accordingly, you must successfully pass a criminal background check.
