The Associate Director, Public Payer Engagement is responsible for developing and implementing key components of a strategic plan to direct engagements with public payers in the US to attain market access and reimbursement of current and future Biogen products, including therapies for Alzheimer’s disease.
This position is based in Weston, MA, reports to the Director, Public Payer & Health System Strategy, and is a member of the US Market Access & Reimbursement (MA&R) organization. This position will also work closely with the Public Policy & Government Affairs (PPGA) team in Washington, DC to align market access and public policy strategies. Expected travel is 20%, including regular trips to Biogen’s Washington, DC office.
The Associate Director, Public Payer Engagement is responsible for:
- Development and refinement of Biogen’s public payer market access strategy in collaboration with PPGA, with a focus on FFS Medicare.
- Development and refinement of Biogen’s strategy for engagement with CMS on issues related to national coverage & payment policies, local MAC policies, and innovative contracting.
- Leading a cross-functional team to cooperatively carry out tactics in order to optimize access for Biogen’s current and pipeline products, including day-to-day management of deadlines & timelines, communication with leadership, and leading external contractors and vendors.
- Working collaboratively with internal partners (e.g., PPGA, Patient Advocacy, Account Managers, Medical, Global Value & Access) to ensure alignment of external engagements to overall access and respective brand strategies
- Serving as an internal subject matter expert regarding CMS and MACs:
o Sharing strategic and tactical insights and updates with cross-functional teams in both ad-hoc and formal presentation settings
o Working with cross-functional partners to guide and inform strategy refinement
- Managing the regulatory and legal approval process for MA&R initiatives
- Assisting as needed with the development of market access strategy and tactics for both commercial and public payers

- 6-8 years of market access and/or government policy experience relevant to the pharmaceutical or biotechnology industries.
- Strong understanding of statute and regulation influencing public payers
- Strong understanding of Medicare Part B and Part D coverage policies, including the national coverage determination process and evidentiary standards for CMS and the MACs
- Demonstrated understanding of Medicare coverage influencers, including MACs, Medicare Advantage plans, patient advocacy groups, and professional societies.
- Project management experience
- Experience managing external contractors and vendors and managing budgets
- Proven ability to use customer and marketplace insights to identify, develop, and implement initiatives that meet business needs
- Detailed-oriented, with strong quantitative and analytical ability
- Excellent verbal and written communication skills, including strong presentation skills
- Must be a self-starter who can function independently as well as with a team
Education:
