Position Summary:
The Transforming Tax Collections Assistant Vice President serves as a National IT Program Leader for the Transforming Tax Collections (T2C) program. Transforming Tax Collections (T2C) is a green field initiative that leads to a new service and platform that will be provided and supported by the Federal Reserve Bank of Cleveland. T2C will deliver a modern, reliable and user-friendly tax collections service which includes business process improvements and technology improvements. Communication and regular engagement with the IRS, bulk & batch providers and customers will be critical to the success of this initiative and will occur throughout the T2C initiative.
The individual is responsible for working collaboratively with the Electronic Tax Program leadership, National IT’s Treasury Services Division (TSD) leadership and Project Management resources to develop and successfully execute the infrastructure plan. The individual partners with the program team and collaborates with other leaders to identify critical dependencies
Principal Duties and Responsibilities:
This position reports directly to the Assistant Vice President of Treasury Services’ Program and Project Management and encompasses these primary responsibilities:

Work collaboratively with the Electronic Tax Program leadership, National IT’s Treasury Services Division (TSD) leadership and Project Management resources to develop and successfully execute the infrastructure plan.

Partner with the program team and collaborate with other leaders to identify and proactively manage critical dependencies, risk, and issues that traverse the T2C program.

Execute and manage Treasury Services Division’s work streams, working closely with the T2C program

Lead and manage a team of project managers responsible for managing the execution of various work streams under this individual’s span of control.

Staff development and performance management oversight.

Work collaboratively across the T2C program and shared services organizations to develop and foster relationships with key program stakeholders,

Adapts infrastructure plan to meet evolving programs needs

Communicates effectively across all levels of the organization

Work closely with other leaders and shared service partners to effectively manage the T2C program

Identify and pro-actively monitor cross project and program dependencies, critical path items, issues and risks
Position Requirements:

5+ years experience in effectively delivering large, complex programs from start to finish

Proven leader managing projects with effective communication skills to a broad audience

Experience with managing change in operational environments

Comfortable facilitating and leading discussions with large groups

Proven ability to develop staff and build high performing teams

Ability to effectively work remotely and across teams
Education/Experience:
Bachelor’s degree in applicable discipline, or the equivalent is required. Three (3) to five (5) years of leadership experience in progressively responsible roles in a demanding environment. Strong leadership skills and ability to effectively manage high performing staff. Professional experience in applicable discipline and demonstrated experience in evaluating processes and maintaining a robust control environment for a complex IT organization.
Special Considerations:

The hiring range is: $158,900 – $198,600
