Position Description:

Title: Vice Presidentof Operations

Reports to: COO for International and U.S. Territory-based programs

Supervises: All operations and administrative staff

Hours: Full-Time

FLSA Status: Level III/Exempt

Position Summary:

The VP for WestCare Pacific Islands “WPI” (the WestCare’s Foundation’s Guam-based affiliate) will provide managerial, operational and programmatic leadership across all programs including: outpatient treatment programs; programs serving veterans including homeless veterans and their families; HIV/AIDS and substance abuse prevention and parenting programs; and, leading a drug-free community effort. Additionally, the VP will lead efforts to develop new services across the region.

Essential Duties and Responsibilities:

· Overall management and administrative responsibility for all treatment and behavioral health in Guam and Palau.

· Manage the relationship with the locally established Community Advisory Council (“CAC”).

· Manage external relationships with local and federal government officials, foundations, other non-profits and educational organizations, grant officers and other stakeholders.

· Participate with other community groups and represent WestCare as needed.

· Track revenue and expenses for the region. Advocate for funding support for existing and new programs. Work closely with the COO to manage budgets.

· Work closely with the WestCare Foundation’s national departments including the Finance and Accounting departments, HR, the Grants Division; the Office of the General Counsel and other departments as required by the job.

· Ensure all grants and contracts are properly administered and adhere to all programmatic and financial reporting requirements.

· Provide leadership for a staff of approximate 25+ FTEs. Provide motivation, convey a sense of optimism, promote and role model strong ethical behavioral.

· Make hiring and termination decisions in conjunction with WestCare Foundations’ national HR department.

· Ensure that all personnel related issues are managed and documented in accordance with local labor laws.

· Lead new business development efforts to support and grow programs to meet local needs. Review funding opportunities and make strategic decisions regarding program growth and opportunities.

  • Identify compliance concerns and take actions necessary to eliminate or minimize risks.
  • Champion, within the organization, a commitment to honesty, integrity, and responsible corporate behavior. Lead with heart and compassion for the most vulnerable in the community.
  • Work collaboratively with the Foundation’s research and evaluation department. Support regular agency and program evaluation, within the scope of focus, to measure: effectiveness, impact, value, and sustainability.

Essential Qualifications:

  • Must be mission-driven and client centered.
  • A minimum of 7 years of operations experience; 4 years within a leadership level in a large organization.
  • A minimum of 3 years’ experience in behavioral or mental health, public health or health care, within a multi-facility or multi-state environment capacity.
  • Excellent verbal and written communications skills;
  • Previous experience in overseeing the activities of a large number of employees in multiple sites is highly desirable.
  • Computer proficiency in MS Word, MS Excel and PowerPoint
  • Ability to review and understand financial reports.
  • Ability to work independently and also lead a team.
  • Self-motivated and optimistic.

Education Requirements:

  • Bachelor’s Degree in related field required. Master’s degree is preferred.

Certifications / Licensures:

  • Valid Driver’s license.
  • Travel Required.

Working Conditions:

  • The position is located in Guam
  • Fast-paced environment.
  • A minimum of 40 hours per week are expected but significantly more hours will often be required. Completion of job duties may require working before and after normal working hours. Being able to work as many hours as is necessary to complete job tasks is a required and essential component of this position.

Use of computer and telephone is required.

Talking is required to impart oral information to employees, clients, patients, and the public, and in those activities in which the employee is required to convey detailed or important spoken instructions to others accurately, loudly, or quickly.
  • Requires hearing: Hearing is required to receive and communicate detailed information through oral communication.
  • Requires seeing: Clarity of vision at 20 inches or less and at distance. This factor is required to complete paperwork for many of the employee’s essential job functions.

  • Requires the ability to review and synthesize complex data to reach logical conclusions.
  • Requires the ability to work and cooperate with senior management, co-workers, managers, the public and employees at all levels in order to exchange ideas, information, instructions and opinions.
