The Scrum Master will manage the Agile Software development process, ensuring the Scrum practices are properly carried out and that Scrum values are understood by the team members. This candidate will work with between one and five software development teams to ensure each team is fully productive by eliminating impediments and shielding them from outside interferences. The individual would be responsible for working with our Senior CRM Dynamics Developer and CRM Project Manager using the Agile methodology. This candidate will support the continued development and operations and maintenance of mission-critical CRM systems for the Department of Veterans Affairs. Must have proven leadership skills, the ability to think critically and problem-solve and a track record of ensuring project milestones and deadlines are met. Must be well versed in Agile project management methodologies.

Key Responsibilities

1. Experience using IBM Rational Team Concept Tools

2. Facilitate daily scrum, sprint planning, sprint demo and retrospective meetings for the assigned software development team(s)

3. Manage and facilitate the following Scrum practices, using the VA Rational tool:

  • Input and manage build plan and estimation
  • Input and manage scheduled product sprints and backlog
  • Input and manage epics, user stories and requirements
  • Input and manage product risks and issues
  • Input and manage configurations and changes
  • Input and manage product planning and engineering documentation for the VA’s Release Readiness Review
  • Input and manage linkage between requirements, code, tests and defects to correlate requirements to change orders to configurable items to risks, impediments, and issues to test cases and test results to show full traceability

4. Help team clarify goal and actions

5. Ability to track and remove impediments

6. Interface with clients and ensure project deliverables meet business and technical requirements

Required Qualifications

  • A minimum of 10 years of experience
  • Must have experience working with customers, users and project leads in analyzing, designing, implementing and supporting a wide variety of IT business systems covering many diverse applications such as healthcare and financial systems
  • Master’s Degree in engineering, or a related scientific or technical discipline is required. (10 additional years of experience may be substituted for education)

Additional Minimum Qualifications

  • Experience with backlog management and sprint management leveraging tools, including the Rational tool suite, Microsoft Team Foundation Server (TFS) or JIRA
  • Experience with client relationship management
  • Ability to lead trade-off discussions and drive critical decision points which impact the scope of software releases, feature prioritization, management of critical milestones, and the identification, communication, and mitigation of program and technical risks
  • Excellent communication skills and command of English language
  • Scrum Master Certification (CSM) required
  • 5 years’ experience in Information Technology (IT) project management require med
  • Must possess leadership skills and experience
  • Ability to take and understand commitment to deliver the product on time
  • Understand the value of metrics and incremental delivery
  • Knowledge about tasks, backlog tracking, burndown metrics, velocity, user stories, etc.
  • Familiar with common development practices, Service oriented
  • Must be US Citizen and able to obtain a Public Trust (High-Risk) clearance

Preferred Qualifications

  • Experience leading MS Dynamics CRM implementations
  • Experience with Agile using Scrum Kanban, SAFe, and eXtreme programming
  • Experience managing distributed, cross-functional Agile teams
  • Experience using Rational Tools Suite for full SDLC management
  • Experience with and understanding of a Call Center environment
  • Experience managing large MS Dynamics CRM implementations
  • Other relevant industry certifications (e.g., PMI-ACP, ITIL)
  • Experience supporting Department of Veterans Affairs OI&T
  • Active VA Public Trust (High Risk) security clearance
