Job Description Summary

  • Designs and Administers Human Capital policies and procedures.
  • Administration of HC processes including recruitment (directing recruitment and hiring efforts to ensure compliance with MAXIMUS policies), selection, onboarding and onboarding preparation, orientation, performance management, employee relations, reward, recognition, compensation and benefits, health and safety, diversity, retention, succession planning and regulatory compliance.
  • Establish processes for issue identification and resolution/corrective action.
  • Maintains Personnel data including employment and other pertinent information in ICIMS and WORKDAY.
  • Collects and Analyzes Human Capital data related to compensation, benefits, training, recruiting, etc. to determine improvements and report to management.
  • Works with Recruitment and Hiring Agencies, including the PA Contractor Partnership Program (CPP).
  • Processes paperwork for functional area according to established procedures.
  • Prepares internal employee communications regarding compensation, benefits or company policies.
  • Devise and implement retention strategy to meet the needs of the business. Partners with organizational leaders to identify and establish career path opportunities.
  • Drive regulatory compliance including USDOL, EEO and AAP requirements.
  • Provides information and assistance to employees, job applicants and the public concerning human resources/capital policies and procedures.
  • Responsible for adhering to established safety standards.
  • Provides clear and effective verbal and written communication.
  • Continually improve individual competencies and subject matter expertise through professional development.
  • Establishes productive working relationships across program areas.
  • Assists with benefits and payroll administration.
  • Occasionally assists with HC support for PA EAP and VA EB programs.
  • Performs other duties, as assigned by management.
Essential Duties and Responsibilities:

  • Conduct organizational analysis and build business partnerships while managing team and contributing to the development and execution of HC and MAXIMUS talent management objectives. Collaborate with HC team on business initiatives and objectives including human resources and strategic planning.
  • Manage implementation and administration of HC processes including recruitment, selection, onboarding, orientation, performance management, employee relations, individual and leadership development, reward, recognition, compensation and benefits, health and safety, diversity, retention, succession planning and regulatory compliance.
  • Lead positive employee relations including high levels of employee engagement, development and recognition. Establish processes for issue identification and resolution.
  • Establish and measure HC metrics, analyze and make recommendations for process improvement. Lead change management initiatives. Proactively identify opportunities. Provide solutions to organizational challenges.
  • Collaborate, coach and counsel business partners and recommend interventions to meet and exceed organizational values and operating objectives.
  • Devise and implement retention strategy to meet the needs of the business. Partner with organizational leaders to identify and establish career path opportunities.

  • Must be able to remain in a stationary position for an extended period of time.
  • Occasionally lifts, carries, or otherwise moves items weighing up to 25 pounds.
  • Work is constantly performed in an office environment.
  • Performs other duties, as assigned by management.

Minimum Requirements:

  • Manage, perhaps through subordinate supervisors, the coordination of the activities of a section or department with responsibility for results, including costs, methods and staffing.
  • In some instances this manager may be responsible for a functional area and not have any subordinate employees.
  • Work on issues of diverse scope where analysis of situation or data requires evaluation of a variety of factors, including an understanding of current business trends.
  • Follow processes and operational policies in selecting methods and techniques for obtaining solutions.
  • Act as advisor to subordinate(s) to meet schedules and/or resolve problems.
  • Develop and administer schedules, performance requirements; may have budget responsibilities.
  • Frequently interact with subordinate employees, customers, and/or functional peer group managers, normally involving matters between functional areas, other company divisions or units, or customers and the company.
  • Often must lead a cooperative effort among members of a project team.
  • Receive assignments in the form of objectives and determines how to use resources to meet schedules and goals.
  • Provide guidance to subordinates within the latitude of established company policies.
  • Recommend changes to policies and establishes procedures that affect immediate organization(s).
