Job Summary
Job Summary
The HR Director 1 position will provide agency-wide human resource management leadership to managers and supervisors and provide assistance to the Human Resources Management Director by managing the Talent Acquisition Team and Workforce Planning Function.
Of utmost importance is the focus on human resources operations, relationship management, stakeholder and customer satisfaction, strategic partnership, process management and change leadership.
- Strategic Human Resource Leader, Partner and Champion of Change responsible for managing customer relationships in a proactive and professional manner so all stakeholders, customers, employees and HR team members feel valued and supported.
- Manage HR processes with a focus on continuous improvement measuring process adherence, process quality, and process effectiveness.
- Ensure compliance with delegated authority, state and federal laws, Personnel Rules, Administrative Procedures, MN statutes, union contracts, compensation plans, the MDH Affirmative Action Plan and other relevant laws, policies, procedures and guidelines.
- Train managers and supervisors on HR practices and procedures.
Qualifications
Minimum Qualifications
At least 3 years of professional experience full cycle recruiting for a range of positions.
At least 1 year of experience leading/supervising staff.
At least 1 year of advance HR experience in job analysis and classification, recruitment and selection, compensation administration, affirmative action, labor relations, etc..
Effective communications and interpersonal skills sufficient to prepare documents, presentation, and reports to diverse audienc e.
Preferred Qualifications
Bachelors degree in human resources, business administration, or other related field.
Knowledge of State of Minnesota policies and procedures.
Change management experience.
Process Improvement experience.
