Directs and coordinates administrative services for the Division of Child & Family Services. Participates as a member of the division’s management team to guide policy, strategic planning and risks. Develops and manages budget programs and cost control for the Division appropriations. Develops and manages the accounting system for the Division’s expenditures and revenues. Directs the accounting for federal grants and related contracts. Supervises the division’s accounts payables, accounts receivables functions. Directs the preparation of the annual budget request and the subsequent expenditure and revenue budgets for the appropriations. Supervises subordinate personnel including: hiring recommendations, determining workload, delegating assignments, training, monitoring and evaluation performance, and initiating corrective or disciplinary actions that may include terminations. Oversees as indirect lead for division’s statewide administrative services managers, finance, and contract coordinator teams.
Principal Duties
- Develops DCFS budgets including fund allocation, revenue collection, budget projection, expenditures, etc.
- Reviews DCFS fiscal operations to ensure integrity, accuracy and control of data.
- Interprets, clarifies, explains and applies agency policy and procedures, business practices, federal or state laws and regulations, etc.
- Develops, directs, and/or evaluates fiscal programs.
- Participates in establishing direction, goals, and policies. Meets with agency managers and directors to determine needs and challenges.
- Develops and/or interprets fiscal statements and reports.
- Analyzes, summarizes and/or reviews data; reports findings, interprets results and/or makes recommendations.
- Supervises subordinate personnel including: hiring, determining workload and delegating assignments, training, monitoring and evaluating performance, and initiating corrective or disciplinary actions.
The Ideal Candidate
Holds a bachelors degree and/or masters degree in accounting, finance, public administration or related field
Preference
- Preference may be given for advanced knowledge of spreadsheets and database softwares; knowledge and experience in social service programs; knowledge and experience in the State of Utah’s budgeting process.
- Preference may be given for Other knowledge skill and abilities:
