Position Summary

The Global Policy & Advocacy team is recruiting a Deputy Director for Strategy Planning and Management (DDSPM) reporting to the Director of Strategy Planning and Management. The position is responsible for leading the strategic planning and management of the Program Advocacy and Communications (PAC) team, but may expand to cover other GPA teams. Responsibilities include oversight of critical strategic projects in PAC and, occasionally, across the wider GPA division; strategy development, planning and reporting; portfolio management of contract and grant investments (in partnership with the Program CFO’s team); complex investment management; and process improvements. The DDSPM is a highly experienced resource available to the Program Advocacy and Communications leadership and program staff on questions of strategy, planning, management, and foundation operations.

This is a senior position requiring leadership, strategic focus, strong management skills, and personal initiative. The DDSPM is a member of the leadership team for the Program Advocacy and Communications team.


Core Responsibilities

Strategy Development, Management and Leadership:

  • Lead the strategic planning process, including articulation of annual and longer-term goals and the development of execution plans
  • Lead critical strategy and organizational change projects for the PAC team and, if required, for the wider GPA division.
  • Support strategy, execution and learning for the individual clusters and across the PAC team function as a whole.
  • Accountable for performance management at the program and division level, working with the President, Program Directors and DSPM
  • Set direction and manage the process to ensure that annual strategy review materials effectively portray and support the work of the Program team and vision of the Program directors or Division president
  • Support program teams in strategy presentations to CEO and co-chairs and portfolio reviews with the president
  • Actively facilitate cross-team and cross-strategy communication/coordination
    Scope and execute special projects or initiatives of cross-cutting importance for GPA program teams
  • Participate in and/or lead deal teams with program officers in negotiating and defining terms for complex investments in partnership with the Program CFO’s office
  • Partner with directors on specific projects

Budgeting and Forecasting:

  • Partner with PCFO’s program manager on the development and maintenance of Division’s investment pipelines
  • Understand and represent program priorities and needs in the development of budgets and forecasts
  • Provide input on the design of business processes and performance metrics with PCFO (on financial / controls / budgeting) and DSPM (on performance and operational management etc.) respectively and execute on these within defined programs or functions

Business Operations:

  • Lead (Senior) Program Managers and help direct their efforts in support of strategy development, planning, management and measurement
  • Collaborate with the SPM team to implement foundation-wide operational priorities
  • Interface/collaborate with business partners across multiple functions, including Recruiting, Finance, HR, Operations, and Communications
  • Identify and support opportunities to strengthen GPA’s partnership with Global Development, Global Health, and Global Growth and Opportunity

Core Knowledge and Skills

The candidate will also possess:

  • Strong technical and financial knowledge, including the ability to use or create build complex financial models and effectively communicate data and results.
  • Ability to navigate a wide range of operational issues including, legal, IT issues, financial, HR.
  • Ability to work well with a wide range of internal and external partners to incorporate new information and work towards appropriate decisions with and for the team.
  • Knowledge of strategy development and implementation, design of performance management systems of goals, targets and monitoring process.
  • Knowledge of portfolio design and management to create the optimal investment mix to aim to a set of outcomes.


Education and Experience

  • A MBA or Master’s degree in a relevant discipline is preferred
  • 10+ years of progressive experience is required
  • Must be able to legally work in the country where this position is located without visa sponsorship.
