The Associate Director of Energy Efficiency Program Implementation oversees the delivery and implementation of Elevate Energy?s Income Eligible Multifamily Savings (IEMS), Public Housing Energy Savings (PHES), and Nonprofit Organizations (NPO) Programs. The Associate Director is responsible for achieving overall program goals and objectives within budget and ensures program management is efficient and consistent across programs in all areas, including metrics and reporting, call center support, marketing and outreach, direct install implementation, diversity planning, and process improvement. The Associate Director is part of Elevate Energy?s Senior Management Team, which is responsible for strategic planning of energy efficiency programs, providing management services and support to business units and key external partners and customers.

Accountability

The Associate Director reports to the Director of Program Management and works closely with the Technical Services and Engineering Teams and other shared service teams across the organization. The Associate Director is accountable for program delivery of IEMS, PHES, NPO, and other programs as designated. The Associate Director is the primary point of contact with the various utility partners and program evaluators.

Responsibilities

  • Develop and implement program processes and policies, direct project management staff, and work with other department leaders to define, prioritize, develop, and design projects and programs
  • Facilitate learning and collaboration across programs, including identifying areas where successful program elements can be replicated or adapted across program and geographies to improve the impact of program delivery
  • Work with project managers, program managers, and directors to develop and oversee a program evaluation framework that is used as the basis to measure, monitor and evaluate programs; to assess program strength; and to identify areas for improvement
  • Work across teams to deploy resources efficiently and effectively toward organizational goals, work with staff to balance workload and effort, and provide regular feedback so that key staff can continuously improve their supervision and mentoring skills
  • Mentor project managers on how to proactively engage in planning to improve program management and provide guidance on how to troubleshoot program and staff performance challenges
  • Oversee planning and execution of client engagement; operations and planning; program design, development, delivery, and evaluation; and technology
  • Develop strategies with program managers and directors for improving the efficiency and effectiveness of their respective programs by identifying bottlenecks in completing project activities and developing plans to minimize or eliminate such bottlenecks
  • Develop, execute, and monitor consistent program management framework across all programs, including developing leading and lagging key performance indicators, processes, and procedures
  • Coordinate and lead weekly, monthly and quarterly meetings with utilities and external partners
  • Assist project managers with reporting, accruals, and invoicing; act as the single point of contact in submitting to utilities
  • Support IEMS, PHES, and NPO project managers in creating external-facing deliverables, including the operations manual, marketing plan, health and safety plan, quality plan, business continuity plan, program closeout plan, and diversity plan
  • Support IEMS, PHES, and NPO project managers in meeting compliance needs, including contract requirements and program key performance indicators
  • Facilitate internal meetings and communication across Elevate Energy teams to establish short-term and long-term priorities and support project managers with delivery of internal work plans
  • Implement program management processes and policies across the organization
  • Manage and/or provide guidance on program design and implementation of energy programs
  • Lead teams across multiple program areas to achieve common objectives
  • Effectively lead and support programs managers in client relationship management
  • Combine data and business intelligence to drive effective decisions
  • Support the creation and compliance of detailed contractual and/or program documentation
  • Develop new program initiatives that further the mission of the organization
  • Participate in Elevate Energy?s senior leadership team meeting by providing strategic support, input, and insight
  • Participate in department planning, provide budget recommendations, and monitor performance for the accomplishment of committed results
  • Oversee and provide program support and strategic direction for tasks associated with Elevate Energy programs
  • Lead contract negotiations with utilities and key subcontractors for the programs and manage subsequent contracts and contractor performance
  • Develop, manage, and monitor program budgets
  • Ensure programs are effectively staffed and develop succession plans

  • Master’s degree required
  • At least 10 years of experience in nonprofit or general management
  • Experience within the energy sector
  • Strong communication and interpersonal skills
  • Strong supervisory skills to sustain performance, encourage employee growth and success, and maintain a mutually supportive working environment
  • Demonstrated ability to manage projects and client engagements
  • Excellent writing and public speaking skills
  • Ability to work under pressure and meet tight deadlines with a high degree of accuracy
