The Assistant Director of Human Resources is responsible for assisting with all HR functions including, but not limited to, administrative, retention, recruitment, staff relations, onboarding, orientation, staff development, compensation, and benefits. This position works closely with the HR Director and ASNA leadership and acts as a resource for other departments with issues surrounding personnel. The Assistant Director supports defining and maintaining human resources policies and procedures in accordance with the Joint Commission standards, federal and state regulations.

Required Skills

  • Demonstrate thorough knowledge of the organization’s history, mission, services and organizational structure.
  • Assist the Director to ensure compliance with federal, state, and local laws and regulations.
  • Assist with updating ASNA’s Master Staffing Plan to ensure staff efficiency and effectiveness.
  • Assist with the development and maintenance of all position descriptions.
  • Directly supervise three (3) or more staff members and work directly with the HR Director on daily operations.
  • Serves as HR staff on a variety of professional groups, committees, and/or commissions.
  • Continuously evaluate recruiting resources and strategies.
  • Participate in job fairs, hospital tours, and other events as needed.
  • Assist with the hiring process for selection of professional staff.
  • Assist with maintaining a list of qualified applicants and placement agencies for temporary workers.
  • Assist with staff development, orientation, and training needs; select learning strategies, customize material, train staff and evaluate the effectiveness of development programs.
  • Assist with the management of ASNA’s comprehensive compensation plan (e.g., review plan annually; analyze relevant market factors).
  • Work with the HR Director to determine salaries, compensation issues, and related policies and procedures.
  • Mediate conflicts between employees to resolve misunderstanding; facilitate communication to promote effective working relationships.
  • Promote strong teamwork between individuals, and maximize these strengths to add competency to the HR Department.
  • Perform essential duties in maintaining a safe and positive workplace environment.
  • Assist the Director with maintaining and updating ASNA’s Personnel Policies Manual.
  • Participate in performance improvement, administer and participate in the corrective action and grievance processes as appropriate.
  • Maintain awareness of current developments and legal issues and employment laws.
  • Monitor employee health activities and workers’ compensation management.
  • Conduct employee misconduct investigations, interview witnesses, produce investigative report, and make a recommendation for any corrective action as a result of the investigation.
  • Assist with benefits administration and ensure documentation for regulatory compliance.
  • Work towards continuous quality improvement and Joint Commission activities.
  • Perform other job related duties as assigned.

Required Experience

Qualification

Education & Experience

  • Bachelor’s Degree in Human Resources, Business Administration, healthcare administration, or related field preferred.
  • Associate Degree in Human Resources, Business Administration, healthcare administration, or related field required.
  • Five years of progressive experience in Human Resources or Finance Management required.
  • Three or more years of supervisory experience required.
  • Demonstrated strong situational leadership skills and ability to serve as a successful participant on leadership teams.
  • Excellent written and verbal communication skills.
  • Demonstrated experience in the administration of various Human Resources programs.
  • Experience conducting highly sensitive HR and employee relations issues, including: conducting complainant, witness and subject employee interviews and creating reports.
  • Experience in hospital-based human resources preferred.
  • Prior experience working in Tribal Health care or other tribally affiliated organization preferred.

Computer Skills

  • Computer proficiency, including Microsoft Word, Excel, Publisher, and PowerPoint required.
  • Computer proficiency with Kronos and HealthStream preferred.

Certification/Licensure

  • Professional in Human Resources (PHR) and/or SPHR certification preferred.
  • Valid Driver’s License

Supervisory Responsibilities

  • Supervise Human Resources Department staff as assigned.

Safety/Security Responsibilities

  • This position requires frequent contact with children and vulnerable adults; thorough background screening is required.
  • Maintain a safe environment for staff, visitors, and patients within the scope of job duties. Abide by all safety policies and procedures. Keep informed of, and avoid, potential job hazards. Wear identification while on duty. Report all employee injuries as required. Utilize all safety equipment as designed and when appropriate. Secure department resources from loss.
