We are embarking on an exciting new digital transformation and in our journey; we need a Program Manager/Release Train Engineer (RTE) for Application Development, Data Analytics & Engineering, Security & Infrastructure initiatives for the CTO org. In this highly visible role, you will assume a leadership role to drive towards a highly collaborative, cross-functional Agile Release Train (ART) within HMS using Agile, Scrum, and Scaled Agile ceremonies and practices. Reporting into the CTO org PMO, you will drive and lead the teams through execution of Lean agile methodologies and practices, planning on cadence, delivering in “thin slices”, managing impediments and risks to overall delivery, and coaching teams and individuals through their journey on the agile maturity journey.

Essential Responsibilities:

  • Manage and optimize flow of value through the Agile Feature & Component Teams on one or more Agile Release Trains
  • Work closely with Product Managers, Product Owners, Solution Owners, Tech Leads, DevOps, Enterprise/Solution & System Architects, and the Value Streams to support the ART in delivering on the Iteration & Quarterly Objectives.
  • Track and Publish Iteration & Quarterly Objectives/Team progress for visibility and transparency to stakeholders and business partners.
  • Assist with economic decision-making by facilitating feature and capability estimation by the teams and the roll-up to Epics, where necessary, using story points.
  • Prepare, guide, & assess Readiness of Program Increment Planning, Demos.
  • Contribute to and attend ART ceremonies and events, such as the Scrum of Scrums, ART Syncs, Quarterly (PI) Planning, Inspect and Adapt workshops.
  • Manage team risks, dependencies and impediments, which are identified, and raised by the members of the Agile teams. Escalate before they become issues & bottlenecks.
  • Be extremely agile and adept at handling unexpected situations and unusual requests, and can anticipate risks & bottlenecks
  • Drive relentless improvement via team retrospectives, assess the capability & agility level of the team and help them improve team velocity and accountability.
  • Monitor team performance through quantitative and qualitative measures of value, outcome, velocity, morale, and satisfaction.
  • Function as a Change champion in adaptation of Scaled Agile throughout the CTO org and in HMS.
  • Prepare clear, consistent and realistic status reports showing accomplishments, milestones, key performance metrics, risks, assumptions, issues & dependencies (R.A.I.D.) that is understandable for all audiences.
  • Identify and manage the influence & impact on internal teams & stakeholders.
  • Ensure all team stakeholders & product owners have been identified, engaged and expectations have been set regarding their roles & responsibilities.

Non-Essential Responsibilities:

  • Contribute to Monthly Business Reviews for the PMO
  • Assist with Portfolio Management on Demand Management, Change Control Review, Capacity Allocation and Financials,
  • Coach & mentor Value Streams & Product Feature & Enabling Component teams on Lean Agile Methodologies.
  • Lead ART ceremonies as needed.
  • Performs other duties as assigned

Minimum Education:

  • Bachelor’s degree in Science, Technology, Business Administration, Management Information Systems or a related discipline required
  • Master’s Degree or MBA preferred

Certifications (Required/Desired):

  • SAFe certifications – SASM (Advanced Scrum Master), Certified Scaled Agilist (SA)
  • Project Management Certification required (PMP)
  • Certified Scrum Master (CSM)
  • Experience driving/leading Scaled Agile transformation efforts desired
  • Process management training and/or certifications such as Six Sigma, or LEAN preferred
  • Healthcare experience a plus – industry work experience in healthcare such as hospital, managed or long-term care, insurance, government or other healthcare agency

Minimum Related Work Experience:

  • Ten (10) years’ experience working directly with Agile teams on projects in role as a Project Manager, of which two (2) years are as a Sr Agile Project Manager.
  • 2+ years of experience using a Scaled Agile Framework configuration (Full or Portfolio Configuration)
  • 2+years of experience in a Scaled Agile implementation preferred.
  • Experience with Agile ALM tools like JIRA, Rally, VersionOne etc.
  • Experience with PPM tools- PlanView, Planisware, Clarizen , HP PPM, or Clarity a plus
