Position: Vice President, Divisional & Quality Programs

Location: West Des Moines, Iowa

Based in West Des Moines, Iowa, the Iowa Health Care Association [IHCA] and its divisions, the Iowa Center for Assisted Living [ICAL] and Iowa Center for Home Care [ICHC], is a statewide non-profit organization that represents and serves a diverse membership comprised of most of Iowa’s skilled nursing facilities, assisted living programs, home health agencies, and long term care medical directors across Iowa.

Position description

Under the direction of the President & CEO, leads the association’s assisted living and home health care divisions, its regional membership districts and its sector-wide quality program portfolio.

Distinguishing characteristics

The Vice President, Divisional & Quality Programs is the association’s principal liaison to the National Center for Assisted Living.

Primary responsibilities

  • In collaboration with the President & CEO, ICAL Board of Directors, ICHC Board of Directors and other staff, serves as coordinating staff to advance the ICAL, ICHC and IHCA membership district work plans.
  • Works closely with numerous IHCA staff to provide technical assistance to members on assisted living and home health care member regulatory, reimbursement and other operational matters.
  • Serves as staff lead or support on several association boards and committees, including the ICAL Board of Directors, the ICHC Board of Directors, IHCA membership districts, and IHCA & ICAL Quality Committees.
  • Prepares written and oral testimony, reports, comments and policy statements on policy, rules and regulatory matters that affect Iowa assisted living and home care providers at both the federal and state levels and serves as the Association’s liaison to certain elected and regulatory officials and agencies.
  • Works closely with the Vice President, Convention & Education to identify critical education and training topics and serves as an expert presenting educator to certain ICAL, ICHC and IHCA quality educations and programs throughout the year.
  • Authors articles and other member guidance on assisted living, home health and quality matters throughout the year.
  • Serves as a coordinator for the IHCA, ICAL, & Life Safety Survey Results Subcommittees and the preparation of their reports.
  • Oversees association’s quality improvement work plan, including the American Health Care Association/National Center for Assisted Living Quality Initiative.
  • Coordinates member retention and recruitment outreach for ICAL and ICHC divisions.
  • With the Vice President, Quality Improvement & Clinical Affairs, coordinates the Iowa Leadership Academy, an annual member leadership development program.

Qualifications

Highly preferred candidates will possess the below:

  • At least seven years of progressively responsible, professional experience in long term care.
  • At least one of the following: Certified Assisted Living Manager, licensed Nursing Home Administrator, or attorney licensure
  • Bachelor’s degree from an accredited institution. Relevant experience may substitute for the degree requirement.
  • Valid Iowa driver’s license
  • Ability to pass a comprehensive national criminal background and licensure check

Demonstrated Skills & Experience

  • Successful experience with at least one long term care quality improvement program
  • Communicating effectively with all levels of management, boards of directors, and staff as well as external individuals and groups;
  • Analyzing and interpreting regulatory and other public policy documents;
  • Member/customer advocacy, negotiation and persuasion;
  • Communicating complex concepts through oral and written mediums;
  • Preparing a variety of written communications such as reports, testimony, and factsheets;
  • Planning and organization;
  • Managing and coordinating special projects;
  • Developing and implementing strategic plans as well as responding to short-term objectives;
  • Attention to detail and strong follow-through;
  • Critical and strategic thinking;
  • Working with people from diverse academic, cultural and ethnic backgrounds;
  • Utilizing computer technology for communication, data gathering and reporting activities

Work environment and physical requirements

Work is generally performed in an office environment with frequent interruptions and some irregularities in the work schedule. Limited statewide travel is required. Working hours may vary and occasional evening and weekend work is required. No special coordination beyond that used for normal mobility and handling of everyday objects and material is needed to perform the job satisfactorily.
