Position: Director of Fiscal Operations
Reports To: Executive Director
Job Classification: Exempt, Full-Time

Basic Functions: Responsible for overseeing and managing the financial and operation functions of Human Services, Inc. Including cost allocation plan/financial plans, accounting systems, budget reporting – internal and external, compiling and presenting monthly financial statements, to include analysis of each account, as well as projections, cash flow, and draw downs of funds.

Qualifications:
- Prefer MBA, CPA, comparable advanced degree or equivalent and a minimum of 5 years of previous experience of broad-based business experience, preferably not-for-profit business experience.
- Bachelor’s Degree in Accounting, Business Administration or equivalent and a minimum of 5 years of previous experience of broad-based business experience, preferably not-for-profit experience.
Essential Functions and Responsibilities:
- Must possess the exceptional ability to work independently.
- Must possess the skills and leadership ability to know when to ask the Executive Director for help in resolving financial issues.
- Excellent knowledge of financial accounting principles and concepts in order to perform tasks required on a daily basis.
- Develop, analysis, and interpret statistical and accounting information in order to appraise operating results in terms of staying within budgeted funding sources, performance against budget, and other matters bearing on the fiscal soundness and operating effectiveness of the organization.
- Responsible for evaluating the performance of personnel in the accounting division of the organization.
- Manage or perform all activities related to financial accounting such as: invoicing, refunds, purchasing, payroll, and state, local and federal required reports.
- Assist the Executive Director in ongoing monitoring and management of banking transactions and relationships, including lines of credit, cash flow analysis, preparation of annual budgets, and selection of auditors.
- Maintain accounting practices and systems that assure that monthly financial operations of the organization can be closed out by the 10th of each month.
- Maintain accounting practices and systems to assure that end of the year books can be closed out in the most efficient and timely manner as possible, not to exceed 1.5 months into the new fiscal year.
- Provide proactive analysis of the monthly financial statements for the organization including, analysis of key financial performance indicators and trends, including financial ratios and cross division of accounts.
- Comparison’s including developing financial benchmarks of acceptable actual cost versus budgeted expenses.
- Develop and maintain systems on performing and/or managing daily, weekly, and monthly financial activities that are required of each individual contract and/or grant, and any local, state, and federal funding sources.
- Ensure that claims for reimbursements are accurately compiled and submitted for payment utilizing timely and efficient accounting practices.
- Furnish reports on a monthly basis to the Board of Directors to include, but not limited to, forecasting and projecting financial stability, Balance Sheet, Income Statement, Statement of Changes in financial Position, Budget to Actual Variance Analysis, Projected Cash Flows, Detailed Analysis of Accounts Receivable and Accounts Payable.
- Responsible for monitoring fiscal procedures utilized by agency employees to assure procedures are adhered to in every aspect.
- Responsible for working with the Board of Directors and Executive Director to up-revise and up-date employee handbooks, strategic plan, and fiscal procedures manual.
- Responsible for seeking out bids for agency insurances, including worker’s compensation, property, liability, board of directors, health insurance, and other insurances as deemed necessary to comply with regulations and requirements of funding sources.
- Responsible for seeking out bids from auditors for the annual audit of the organization.
- Responsible for coordinating departmental requirements for annual audits, state audits, federal audits, and program monitoring reviews to assure compliance of regulations and requirements.
- Good organizational and planning skills that include being pro-active and visionary, embracing the philosophy of continuous improvement through networking with peers and community.
- Responsible for maintaining positive relationships with key banking resources.
- Provide program directors/managers with up-to-date and accurate financial information on a monthly basis for assistance in staying within budget.
- Actively serve as a role model for all staff and co-workers.
- Set an example for all staff by following written agency policy and procedures.
- Work cooperatively with all other employees to obtain full compliance in all areas of program and agency policies and procedures.
