The City and County’s Capital Planning and Programming (CPP) Division is looking for a talented Project Manager II position to manage, coordinate and facilitate across City agencies and external partners on major, complex capital projects and programs.
The new Capital Planning and Programming Division was established in 2018 to create a more robust, integrated, and comprehensive capital improvement program that supports the cityâs goals and priorities. The Division will be focused on overseeing capital financial planning, budgeting, policies and procedures; proposal prioritization and strategic capital planning efforts; development of the cityâs Six-Year Capital Improvement Plan and capital budget in coordination with departments; administration of Special Districts; special projects and financial analysis, among other tasks.
ABOUT OUR JOB
In this Project Manager II position, you will be responsible for establishing and managing multi-department meetings on major projects and programs as well as analyzing and presenting project financing and delivery scenarios to the Director of Capital Planning and Programming, CFO, Chief Projects Office, the City’s Executive Development Council, the Denver Urban Renewal Authority, and City Council.
Additionally, as a Project Manager II, you can expect to:
- Carry out advanced professional level project management work as representative of the Department of Finance on complex, multi-million-dollar projects from inception to completion.
- Perform project management work by managing, coordinating, and directing large complex development, implementation and closing maintenance work of one or more projects.
- Develop, communicate, negotiate, and monitor project financial terms and conditions with stakeholders.
- Resolve problems and project barriers by identifying strategies and approaches to overcome them.
- Prepare and monitor budgets for project planning, design, regulatory, and construction phases in collaboration with departments
- Recommend project needs for annual appropriations. Ensure that project conforms to time and budget deliverables.
- Act as a liaison for the Department of Finance on large projects to provide accurate and timely information and to provide information to executive decision makers. Also maintain appropriate confidentiality of financial and project information. Work with agencies to understand impacts and options.
- Navigate planning and Council review and authorization process for projects in collaboration with stakeholders.
About You
Our Ideal Candidate has experience with:
- City planning, municipal capital project management, and municipal government processes.
- Ability to perform a variety of work assignments simultaneously, employing strong time management and effective multi-tasking skills.
- Exceptionally strong communication and strong interpersonal skills. Ability to communicate complicated subject matter effectively and in concise manner both orally and through written documentation including memos, presentations, etc.
- Strong analytical skills and attention to detail
- Ability and experience partnering and collaborating with multiple stakeholders
- Proficiency with Excel, PowerPoint, and SharePoint.

- Education Requirement: Baccalaureate Degree in Finance, Economics, Planning, or a related field.
- Experience Requirement: Three years of professional project management experience in the related occupational group including planning, managing, and scheduling projects and preparing and reviewing contract documents.
- Education/Experience Equivalency: One (1) year of the appropriate type and level of experience may be substituted for each required year of post-high school education.
- Additional appropriate education may be substituted for the minimum experience requirements .
