Job Description/Functions Project Manager: Project Manager will perform the following functions in assigned area of responsibility for the INWS project:
- Provide DAWSON project management staff with detailed weekly status reports in a format determined by the DAWSON INWS Program Manager;
- Validate all vendor system test reports and provide reporting and feedback to NGB/A6 Project Manager;
- Validate all INWS vendor’s work for completeness;
- Participate, facilitate, and attend regularly scheduled meetings between the project contractor and the NGB/A6 project management staff;
- Maintain various administrative functions such as project scheduling, and analysis;
- Support assigned program and project managers in managing, tracking, monitoring, and reporting performance data as requested;
- Maintain appropriate records and documentation;
- Identify problems and work to resolve them and to prevent future occurrences;
- Monitor risk identification and recovery responsibilities;
- Ensure compliance with internal policies and procedures, as well as DFAR, FAR, and other government regulations;
- Monitor and report performance against plans to ensure that contractual and schedule objectives are met;
- Utilize standard project management tools to include MS Project;
- Create, understand, and present project plans and schedules;
- Manage resources, quickly prioritize, and be proactive; understand interrelationships between different groups and resolve conflicts (particularly resource and schedule conflicts);
- Provide on-site coordination between INWS vendor, ANG unit personnel, and NGB/A6 project management staff;
- Provide all necessary support to enable the steady flow of communications and project performance requirements;
- Route site visit checklist and all feedback/data pertinent to site visits back to the NGB/A6 project management staff;
- Notify the NGB/A6 Project Manager immediately of any PWS violations or failure to perform on the INWS vendor’s part to allow for a rapid resolution and continued on time support for the INWS project installation at the supported sites;
- Facilitate and assist in obtaining all necessary documents for contract closeout procedures and release of claims;
- Provide requirements analysis and report development services that enable the NGB ANG and CEHNC to track and manage the implementation of the INWS systems across multiple installations simultaneously;
- Provide technical and functional knowledge for the government aiding and supporting the implementation of the INWS system on Air National Guard locations as directed.
Qualifications Prospective employees will at a minimum meet the following qualifications:
- Mastery of how the National Guard Bureau/Air National Guard A6 operates and executes projects
- Mastery of standard project management tools, specifically MS Project.
- Mastery of Mass Notification System standards – UFCs and NFPA’s associated with INWS.
- Ability to create, understand, and present project plans and schedules.
- Ability to manage resources, quickly prioritize, and be proactive.
- Ability to understand interrelationships between different groups and resolve conflicts (particularly resource and schedule conflicts).
- Interpersonal skills to maintain and develop relationships within the Government, peers, subordinates, and customers.
- Detail oriented with focus on producing high quality work products.
- Excellent written and oral communication and meeting facilitation skills required.
- Prior experience managing integrated teams including client and subcontractors.
- Ability to manage in a dynamic work environment and ability to coordinate and perform multiple assignments.
- Experience delivering full lifecycle development initiatives with cross-functional development teams.
- Ability to understand and communicate cost /benefit trade-offs.
- Proficient in Microsoft Office Product Suite.
- Skilled in Microsoft Project and knowledgeable in Microsoft SharePoint.
- Candidate must have a minimum Active SECRET Security Clearance when beginning work on the contract.
Desired Certifications: The preferred employee certifications/qualifications are:
- Project Management Professional (PMP)
