Position Summary & Duties: The Director of Project Engineering is a direct-hire position working for an oil & gas client in the Bradford, PA area.

The Director of Project Engineering is responsible for the development and ownership of the Annual Capital Budget. Directs internal and external Engineering resources to deliver projects on-time and on-budget. This position will be required to develop direct reports, manage assigned projects, and manage the Operations Capital budget.

Project Engineering Director Responsibilities

  • Provide leadership, direction and mentoring for direct reports. (Senior Project Engineer, Small Project Coordinator, Draftsman Engineering Technician).
  • Collaboration with other others to deliver Safety, Reliability, Sustainability and Profitability Goals.
  • Lead the development and stewardship of the Operations Capital Budget (on-time & on-budget execution of projects).
  • Assist with the design and execution of Capital Projects within other departments (e.g. HES&S / R&D / Supply).
  • Ensure appropriate personnel are involved during the various stages of project design and execution (i.e. Design Concept, FEED, Detailed Design Review, PHA, Constructability, Maintainability, Operating philosophy and instructions).
  • Review and ensure the department’s assigned projects have the appropriate resources to be successful.
  • Prepare high level budgetary costs and timelines for new capital projects.
  • Lead monthly and quarterly CAPEX Review sessions with leadership team.
  • Foster and promote a culture of teamwork between operational staff and all other support functions.
  • Willingness to embrace a servant –leadership style of management and culture.
  • Compliance of new projects with company Process Safety Management System.
  • Lead assigned medium to large sized capital projects; these responsibilities would include:

o Prepare, schedule, coordinate and monitor the engineering project
o Develop Project Scope, Budget, Timelines and Project Team Charter
o Establish work breakdown structure (WBS) for the capital project

o Identify key equipment deliveries that impact schedule and monitor expediting efforts

o Monitor compliance to applicable codes, practices, performance standards and specifications
o Help develop and initiate exploratory/research work required for the project in the early stages
o Follow up and resolve specific project issues with the project team
o Review the technical details and the justification of proposed change requests
o Manage MOC requirements that result from the change request
o Ensure the resolution of project PHA action items with in the target time line
o Manages and assembles the documentation required for the project; ensures all information is filed appropriately at the end of the project
o Provides leadership and direction for the project team; cooperates and communicates effectively with project participants to provide assistance and technical support
o Reviews engineering deliverables and initiates appropriate corrective actions

o Initiates purchase request and revisions needed for the project and resolves invoice discrepancies
o Reinforce the company safety culture with contractors working on the project
o Coordinate constructability walk downs and reviews

o Ensures project controls are in place to deliver the project within budget and time line; communicates when and why the project is not within the budget or time line
o Assign responsibilities and mentor project team

Qualifications: Project Engineering Director Minimum Requirements:

  • Bachelor’s degree in Engineering
  • 15+ years of project engineering experience
  • 5+ years of managing direct reports
  • Solid project management skills and experience
  • Strong financial acumen & project cost control experience

Project Engineering Director Preferred Requirements:

  • BS in Engineering (Mechanical, Electrical or Chemical)
  • 20+ years of project engineering experience in Refining or Petrochemical facility
  • 10+ years of managing direct reports
  • PMP certification
  • Project planning & scheduling expertise (e.g. Primavera / MS Project)
  • Capital cost estimating expertise (e.g. Aspen)
