Responsibilities

The Senior Director of Central Operations (SDCO) under the direction of the Vice President and Chief of Operations will provide the highest level of command, direction, oversight, support, and supervision for the overall policy & practice development & implementation and will oversee all aspects of B&T’s operations to ensure that mission and goals are met both within Bridges & Tunnels and the entire MTA organization. The SDCO has direct responsibility for incident management and supervision of all law enforcement activities and functions as well as civilian facility management and all related tasks.

The SDCO is responsible for the effective scheduling and deployment of all B&T Operations personnel at or on any MTA property or location. The SDCO will ensure the safe and efficient movement of traffic at each of B&T’s seven bridges and two tunnels by providing direct oversight and command for facility operations as well a giving general direction, guidance, and support to each of B&T’s regional or specialized Directors of Operations. This position also has direct responsibilties for managing and supervising the Director, Fare Evasion Task Force and Director, Policy, Procedures and Risk Management. Additionally, in the absence of the Assistant Vice President, the SDCO may assume full command of any facility or multiple facilities at any time. During events, incidents, and emergencies, the SDCO will assume the role of Incident Commander within the guidelines of the National Incident Management System. The SDCO will provide field level command coverage at all times and will remain engaged with the workforce at all levels of deployment. The SDCO is also responsible for revenue recovery operations within B&T, fare evasion enforcement throughout the MTA system, and enterprise asset management initiatives.

The SDCO is also responsible for maintaining continuity, sustainability and identifying risk throughout the Operations Department for all employees working at or on any MTA property or location. This position will oversee the management of and ensure the adherence to all policies, procedures, and mandates from Federal, State, and Authority entities which impact the Operations Department. The position will serve as the liaison for audits or requests for information of the Operations Department from entities include but also not limited to NY State Comptroller’s Office, NYS Department of Labor, US Department of Labor, NYS Inspector General’s Office, MTA Inspector General’s Office, US Fair Labor Standards Act (Labor Relations Compliance), Occupational Safety & Health Administration (OSHA), National Fire Protection Act (NFPA), Freedom of Information Law (FOIL) requests, New York State Department of Criminal Justice Services, New York City Department of Citywide Administrative Services, New York City Employee Retirement System, B&T Special Investigations Department, and the B&T Central Control Unit.

Qualifications

  • 15 years of progressively responsible experience managing and directing large scale bridge, tunnel and highway operations in a high-volume urban environment.
  • Progressively responsible law enforcement experience and/or practices.
  • Bachelor’s degree from an accredited college
  • Driver’s license valid in the state of New York
  • Must be highly experienced in administrative processes, policies and procedures, collective bargaining agreements, performance metrics, traffic management, incident management, and asset management.
  • Must have strong knowledge of facility day-to-day operations and forecast needs regarding staffing, deployment, and resource allocation.
  • Strong ability to deliver operational impact through use of policies and procedures, manage multiple projects, ensuring compliance of both internal and external mandated tasks, be fiscally responsible, and identify opportunities for change and flexibility in a fast-paced environment.
  • Be proficient in building relationships and working collaboratively with stakeholders.
  • Superior project management skills.
  • Experience implementing organizational change with strong judgment, problem-solving and decision-making skills.
  • Must be able to use his/her skills in presentations, negotiations, and communications with leadership, MTA agencies and other governmental agencies.
  • Must display initiative and possess strong leadership skills.

MTA Bridges and Tunnels is governed by the Civil Service Rules and Regulations administered by the Department of Citywide Administrative Services (DCAS).
