Position Summary:
The Project Management Office (PMO) of the Division of Instructional and Information Technology (DIIT) assists and supports the New York City Department of Education (NYCDOE) in the effort to deliver the desired products on time, on target and on budget, in furtherance of its mission and objectives.

The Project Manager – PMO will oversee the planning, organizing, development and implementation of DIIT managed initiatives. The Project Manager will work with the Chief Technology Officer’s (CTO’s) office to ensure adherence to governance guidelines, as well as to oversee and prioritize the delivery and implementation. The incumbent will be accountable for projects involving multi-functional teams and will be responsible for defining project scope and project requirements, building business cases, and overseeing and prioritizing the delivery and implementation of technology solutions. Performs related work.

Key Relationships:
The Project Manager – PMO interacts with all levels of management staff and project teams to facilitate the resolution of problems and competing priorities.


Responsibilities

  • Manages the Project Management Life Cycle (PMLC) which includes developing detailed project plans, establishing milestones, defining the resources required and coordination of all project activities with business owners/stakeholders and technical teams.
  • Conducts scoping sessions and assists in the creation of work and proposal statements. This may include providing technical approaches, tasks, deliverables, work estimates, assumptions and dependencies.
  • Manages the development and review of estimates and estimating assumptions for the project’s schedule, which includes conducting complex research and analysis to determine the effort it will take to achieve a desired result and the cost to produce it using established estimating models and best practices.
  • Develops and monitors schedules to ensure that projects are completed within established deadlines. Tracks and maintains detailed issue lists and prepares appropriate status reports.
  • Meets regularly with staff of other related areas to ensure that integration issues are identified and resolved.
  • Identifies project risks and mitigation strategies, and communicates project level risks to stakeholders; interfaces with all levels of business and technical management staff and project teams to facilitate the resolution of problems and of competing priorities. Monitors and manages team progress to ensure that project objectives are met.
  • Manages changes to the project requirements through a formally defined scope change process.
  • Performs day-to-day management of the project including requirements gathering and design.


Qualification Requirements:


Minimum


Position is only open to applicants with permanent
NYC civil service status as Computer Systems Manager.


Preferred

  • Project Management Institute (PMI) or equivalent certification.
  • Experience in project management, risk analysis, critical chain planning and buffer management.
  • Knowledge of agency standards and procedures as well as security and control methods and systems.
  • Ability to direct the work of others in a matrixed environment, to coordinate activities and resources within or between units and to assess and evaluate the performance of projects in flight.
  • Must possess strong interpersonal, communication and leadership skills, motivation, decisiveness, flexibility and sound business judgment.
  • Background in business management, management processes and customer needs.
  • Must be able to communicate clearly and persuasively, both verbally and in writing.
  • A clear vision of current and emerging trends in technology.
  • Excellent interpersonal and communication skills, effective planning and problem-solving abilities and strong technical expertise.
  • Knowledge of instructional design and project management concepts as well as experience in the actual development and implementation of systems.


Salary:
$81,361+

(Internal candidates who are selected for this position and who currently hold comparable or less senior positions within the DOE will not make less than their current salary.)
