The Department of Housing and Community Affairs (DHCA) plans and implements activities which prevent and correct problems that contribute to the physical decline of residential and commercial areas; ensures fair and equitable relations between landlords and tenants; increases the supply of affordable housing; and maintains existing housing in a safe and sanitary condition. DHCA is seeking an experienced manager to provide strategic program planning and management to ensure integrated and effective cross-DHCA operations including procurement, contracting, grant management, asset management, and loan servicing; and major Department initiatives including strategic program and business operations planning, and business process improvements.

The Section Manager of Grant and Asset Management reports to the Chief of Finance and Administration. The position works independently to plan, develop, and implement broad, operational, mission-related departmental/agency programs, functions, and/or services having critical impact on the accomplishment of DHCA goals and objectives.

Primary responsibility is to ensure regulatory compliance with all grant funding sources the Department receives particularly the HOME Program, CDBG Program and ESG Program. This includes drafting contracts, reviewing construction contracts for compliance and providing training and TA to staff and management as to requirements. It also includes serving as liaison to the Department of Housing and Urban Development (HUD) and Montgomery County’s Office of Procurement for departmental procurements and resolving impediments as they may arise. The position includes overseeing the grants award process from the Departmental assignment through issuance of Purchase Orders by Procurement. This position also oversees the asset management program, which actively monitors the department’s $300M in housing loans from local and federal funding sources, leveraging $1.5B in affordable real estate.

Minimum Qualifications

Experience: Five (5) years of progressively responsible professional experience in a grants, asset management and/or contract management.

Education: Graduation from an accredited college or university with a Bachelor’s Degree.

Equivalency: An equivalent combination of education and experience may be substituted. Note: Based upon legislative requirements, some positions may be subject to different minimum qualifications.

Preferred Criteria

The applications of those individuals meeting the minimum qualifications will be reviewed to determine the extent, relevancy of training, and experience in the following areas :

  • Experience drafting service and construction contracts, competitive procurement vehicles (RFPs, IFBs, etc.) in compliance with County and funding source requirements.
  • Experience researching, interpreting and translating legal documents into “plain English” for staff and management.
  • Experience managing and developing and extensive knowledge of the principles, practices, and techniques of loan operations, portfolio management, loan servicing and loan management.
  • Experience planning, formulating, analyzing and implementing management and programmatic policies and strategies appropriate to organize and manage a section within the department.
  • Experience managing and administering and extensive knowledge of grants and contracts from procurement to implementation.
  • Experience establishing and maintaining working relationships with departmental administrators and managers, senior program management staff, representatives of public and private sector agencies, business and community groups and organizations.
