The Salem District of the Virginia Department of Transportation (VDOT) is seeking a District Safety Manager to help drive the safety program in the field, and reduce losses to the agency, its people and property, and within the working environment of the 12 county wide region covered within the Salem District. Position is responsible for implementing hazard control programs, evaluating the effectiveness of the programs, and ensuring compliance with all federal and state OSHA/safety standards, codes, laws, and regulations, and agency safety policies/procedures by all agency personnel. Position is also responsible for preparing and delivering safety messages, training employees on safe work practices, and investigating close-call situations and accidents, incidents, and injuries occurring during work performed by VDOT employees and/or through contractors. Will perform facility inspections. Will monitor and review work zones for compliance, and investigate work zone accidents with fatalities, serious personal injuries, and equipment damage in compliance with the Virginia Work Area Protection Manual. Must maintain comprehensive knowledge, skills, and abilities in current and evolving federal, state, local, and agency safety regulations and procedures, industry standards, and building, fire, and electrical codes. Position must respond to emergency call-outs after hours, as needed, 24/7/365, including during inclement weather, to investigate accidents involving VDOT and contractor equipment and employees. Minimum Qualifications
Knowledge of industrial equipment, construction equipment, motor vehicular operations, and accident investigation techniques, OSHA, EPA, and DEQ standards, and safety testing equipment. Experience interpreting and applying codes, laws, standards, regulations, and agency policies, procedures, and guidelines related to safety. Ability to communicate effectively in writing and verbally, including while presenting information to small and large groups during required training delivery; meet and work effectively with all levels of internal/external customers. Analyze data and information, prepare technical reports, and make oral presentations. Experience with occupational safety and health standards, industrial hygiene fundamentals, DOT regulations, and safety equipment. Computer skills including but not limited to Microsoft Office (Word, Excel, and Power Point). Vehicle operator license required. Successful completion of an accredited accident investigation and reconstruction course [e.g. Virginia University System Transportation Safety Training Center (VUS-TSTC)] or the ability to successfully complete within 12 months of hire.
Preferred Qualifications
Experience performing safety inspections and reviews, and investigations in construction and/or general industry environment. Experience managing a large safety program with >300 employees. Experience providing safety oversight to a variety of employee activities, and in a variety of geographic locations. Experience supervising others, including planning and overseeing work, monitoring, and evaluation. Nationally recognized certification(s) such as: CSP, OHST, CHST, OSHA 10 and/or 30-hour Outreach certification. Experience in confined spaces, excavations, and fall protection. Certification in Standard First Aid/CPR with Defibrillator. VDOT Basic or Intermediate Work Zone with flagger certification or American Traffic Safety Service Association (ATSSA) Traffic Control Technician/Supervisor certification. Undergraduate or graduate degree in health, occupational safety, or related field.
Special Requirements
This position is designated as essential and, as such, all duties associated with this job are required during emergency situations which may include but are not limited to inclement weather, disaster response, and emergency operations. Will be required to work outside normal hours in emergency situations. Fingerprint-based background check required. References, work history, and DMV records will be verified.
