The Budget Director reports to the Associate Vice Chancellor of Budget and Planning. This position is responsible for the day-to-day management of the operating budget and oversees the implementation of both Regents directives and campus resource decisions. These critical elements involve responsibilities at the highest level of resource management, resource planning, and analytical support.
The Budget Director must have extensive experience, knowledge and a demonstrated ability to organize, direct, and successfully implement financial programs and plans within a large multi-disciplinary environment. The incumbent must have excellent written and oral communication skills and exceptional organization and administrative skills. *LI-KA1
Minimum Requirements
- BA/BS in a business-related field (Finance, Accounting, etc.) or equivalent experience
- 5 years experience in a finance/budget role
- Strong financial analysis skills, strong communication skills to work with all levels within the University and UCOP, keen political acumen, and the ability to manage a staff of two.
- Extensive experience, knowledge and a demonstrated ability to organize, direct, and successfully implement financial programs and plans within a large multi-disciplinary environment.
- Excellent analytic skills
- Self-motivated and self directed with capability to work independently
Desirable Requirements
- Experience in higher education budget or finance environment; strong preference for University of California experience

Resource Management
Responsible for management of campus financial resources including the subsequent planning and implementing of actions that evolve from decisions made by the Regents’ and the campus. Directs the coordination with campus constituents, other UC campuses, and the Office of the President in the implementation of policy decisions. Major functions include:
Responsible for management of campus provisions from the initial allocation through the year-end closing steps. Includes a wide range of both accounts and funds associated with workload, block grant, merit, range, benefits, staff resources, budget cuts, campus discretionary funds, and indirect cost recovery.
Coordinates staffing process for campus with control points, and the University Office of the President
Administers the ongoing programs associated with Transfer of Funds, Carry-Forward of Funds, and Funding Profiles. Responsible for the Ongoing management associated with the use of these resources management tools used by campus control points and departments. In addition, in charge of the ongoing of the development and implementation of program enhancements, as well as user training.
Accountable for the management and ongoing updates to the campus budget system and Corporate Budget System which tracks all permanent budgeted funds by account, fund, and sub-account. Requires close coordination with the UCSB Business & Financial Services office, Enterprise Technology Services, and the University Office of the President to insure all transactions are processed appropriately and updates implemented.
Manages campus funding profiles which are provided to Senior Management in summary and detailed form. Includes profiles for workload, salary adjustments, indirect cost recovery, benefits, and campus discretionary funds.
Manages the funding commitments made by the Chancellor. Determines availability of funds and appropriate fund source based on polices determined by the campus, the Office of the President, and the State of California.

Resource Planning
Responsible for developing and effectively recommending resource allocation plans upon which fundamental campus policy decisions are made. Major functions include:
Direct the financial forecasting, planning, and budgetary processes with special emphasis on the permanent budget and general fund, student fee, and discretionary resources.
Integrate capital budget plans into the campus resource planning.
Manage the development, implementation, and refinement of campus budget processes that are consistent with campus and university policies.
Provide critical, high level policy analysis on a wide range of budget, financial, and other resource planning and allocation issues. Determine appropriate level of review, identify issues and recommend alternative resolutions; to department and income and Recharge Committee. Prepare reviews and written and oral summaries for presentation to the I&R Committee, Executive Vice Chancellor and Chancellor.
Represent the budget office as advisor and/or member on both ongoing and ad hoc committees. Examples include the Student Fee Advisory Committee and the Campus Elections Commission.
