General Summary

Provides the overall direction and program management for the profitability and growth of the instruments business, including leadership of teams/personnel from functional organizations dedicated to meeting technical goals and contract commitments. Collaborates with others in defining and deploying resources for the achievement of product design/product development and other technical performance objectives. Defines, recommends and executes operational plans and monitors performance to plan to ensure the timely achievement of program objectives. Establishes standards for schedule performance, cost management, technical excellence and customer satisfaction and performs ongoing assessments to determine program status and level of accomplishment. Initiates program corrections as critical deviations are identified. Serves as the single point of contact for Instrument customers. This job will be based in either Irvine, CA or Orlando, FL.

Principal Duties and Responsibilities

  • Responsible for financial management of the instruments business including the achievement of direct margin, gross margin, operating profit and EBT objectives.
  • Responsible for the achievement of revenue growth and profitability objectives, and in collaboration with Business Development, the attainment of fiscal year bookings (orders) and bookings growth objectives.
  • Collaborates with Business Development/Sales in cultivating and pursuing “top-line” business opportunities through the development of capture strategies, the preparation of competitive bids and responsiveness to Requests for Proposals.
  • Defines instrumentation product line requirements in terms of product design, systems and process management, project/program budgets, cost management, resource deployment, program/project phases, master schedules/project milestones, and all other planning activities for product life-cycle management and the attainment of profitability and growth objectives.
  • Provides leadership and direction to cross-functional teams supporting the instruments business and program requirements. Communicates program parameters, team accountabilities, reporting relationships, master schedules and critical paths for program execution. Teams with others in defining technical objectives for program/contract fulfillment and the management of engineering project teams and technical specialists supporting instrumentation product design/product development requirements.
  • Conducts and facilitates program reviews to assess cost and schedule performance and ensures the achievement of technical goals and contract commitments. Presents status reports to senior management including any action recommendations requiring further approvals.
  • Collaborates with Procurement, Engineering, Operations and Quality Assurance in overseeing the selection and contract performance of subcontractors providing technology, key product components and engineering services for ongoing and new programs.
  • Serves as the key customer contact on contract performance and customer support issues for the instruments product line.
  • Responsible for optimizing inventory levels to achieve lead-time on par with competition.

Job Specifications

Must have extensive experience in the management of major technical programs, preferably in the test and measurement industry, plus the subcontract management of major suppliers. Should have competencies in earned value management systems, risk management measurement and integrated master planning/scheduling and be certified by the Project Management Institute as a PMP (Project Management Professional) or have equivalent professional qualifications. Should have a minimum of eight year’s professional experience including six year’s specific to program management coupled with a technical undergraduate degree and an M.S. in Engineering or related technical discipline.
