Summary/Objective

The Senior Vice President of State Affairs and Policy develops and implements AHIP’s state policy and advocacy agenda and political engagement strategy with state officials, regulatory agencies and key policymakers. Additionally, the SVP is responsible for leading the state affairs and state policy teams and enterprise initiatives as assigned.

Essential Functions

Develop legislative and regulatory strategies to affect positive outcomes on priority issues.

Direct, in coordination with Regional Directors, advocacy tactics and strategies to achieve optimal legislative and regulatory outcomes for member plans at the state level.

Establish and maintain key contacts and ongoing relationships with state legislators, insurance commissioners, and other state Executive and Legislative branch officials

Establish and maintain relationships with national policy and political organizations and peer association executives to assure timely communication of information/intelligence and to coordinate legislative and regulatory activities when possible.

Leads and manages the State Government Relations Committee (SGRC) and other AHIP committees/task forces that support AHIP policy development, strategic communications and advocacy agenda.

Collaborates with colleagues in other AHIP departments and with plan representatives to ensure that advocacy efforts are coordinated across the association.

Advances best practices to ensure that the Department is meeting member needs and expectations.

Drafts and manages the final approved annual budget for the State Affairs and Policy department.

Performs other duties as assigned.

Supervises the State Affairs and Policy department.

Position Type/Expected Hours of Work

This is a full-time position. Standard days and hours of work are Monday through Friday, 8:30 a.m. – 5:30 p.m., however may require long hours and weekend work.

Occasional (up to 50%).

Competencies

Detailed knowledge of state legislative and regulatory processes.

Detailed knowledge of health policy issues at the state level, and political dynamics and their impact on policy.

Detailed knowledge of relevant political umbrella organizations including but not limited to the associations of Governors, Legislators, Attorneys General and Insurance Commissioners.

Highly developed interpersonal and communication skills and the ability to work effectively with a wide range of constituencies in a diverse community, including AHIP members, staff and public officials.

Experience working within a multidisciplinary public affairs team and delivering on results based on cross-functional accountabilities.

Strong leadership skills including task prioritization and driving results.

Able to work well and produce high quality results under the pressure of deadlines and multiple deliverables.

Ability to gain trust and earn the respect of clients, solve problems and negotiate optimal results.

Strong leadership skills with the ability to build consensus and manage conflicting interests.

Significant people leadership experience

Significant experience developing and managing budgets

Excellent oral and written communication skills.

Required Education and Experience

At least 15 years experience in state government affairs.

Masters or Juris Doctorate

Bachelor of Science or Bachelor of Arts in Public Policy, Political Science, Business Administration or similar field.
