The IS Project Manager will fill the role of both project manager and scrum master. The project manager will plan, direct, and coordinate activities of IS projects to ensure that project goals are accomplished within the prescribed time frame and funding parameters. As scrum master the project manager is responsible for monitoring the scrum processes, facilitating Scrum team events, protecting the development team, helping to resolve impediments, working to increase the team’s efficiency by motivating the team using values, principles and best practices established by the PMCOE. Essential Duties and Responsibilities include the following. Other duties may be assigned.

· Consults with management and reviews project proposals to determine goals, time frame, funding limitations and procedures for accomplishing project.

· Collaborates with value stream resource managers on staffing and assignment of resources including duties and responsibilities.

· Collaborates with all value stream scrum masters, participates in Scrum of Scrum meetings and facilitates daily stand up to ensure program work remains on track, impediments are identified and addressed.

· Embraces and executes the Scrum Master primary responsibility to help the team self-organize and self-manage team goals.

· Works with value stream teams and product managers during Pre PI Planning and PI Planning to develop project plans specifying goals, priorities, strategy, staffing, scheduling, identification of risks, contingency plans, and allocation of available resources.

· Collaborates with value stream teams during Project Increments planning and execution to formulate and define technical scope and objectives of Initiatives, Features and User Stories.

· Ensure Program Increment and Sprint goals are met.

· Identifies and schedules project deliverables, milestones, and required tasks.

· Directs and coordinates activities of value stream team to ensure Project Increment and projects progress on schedule and within budget.

· Ensures standards and procedures for project reporting and documentation are followed based on established PMCOE standards.

· Prepares status reports; collaborates with Product Manager creating presentations to ensure leadership, management, value stream teams and others are informed of project status and related issues.

· Confers with project personnel to provide technical advice and resolve problems.

· Coordinates and responds to requests for changes from original specifications.

· Develops business processes that ensure developed application meets all project requirements.

· Ensures quality assurance test plans and testing follows established PMCOE standards

· Prepares and presents the statement of work and proposals for identified clients in conjunction with account management.

· Guides the value stream team on how to get the most out of self-organization.

· Ensures impediments are removed by finding the right personnel to remove the impediment or escalates to Release Train Engineer.

· Builds a trusting and safe environment where problems can be raised without fear of blame, retribution, or being judged with an emphasis on problem solving.

· Facilitates getting work done without coercion, assigning or dictating the work.

· Provides support to the product owner in the creation of the Strategy Document.

· Collaborates with the product owner on grooming and maintaining the backlog.

Experience:

  • Scrum: 3 years (Preferred)
  • Agile: 3 years (Preferred)

  • PMP: 3 years (Preferred)
  • Scrum master: 1 year (Preferred)
