This position is located within the Department of Health Care Finance (DHCF), Health Care Reform and Innovation Administration. Specifically, this position will assist in the development, implementation and oversight of the activities relating to components of the American Recovery and Reinvestment Act (ARRA) and the related Health Information Technology for Economic and Clinical Health (HITECH) Act and the Patient Protection and Affordable Care Act (PPACA) that are related to the mission and activities of the DHCF.
Duties and Responsibilities
The position provides leadership in the planning, development and implementation of health reform and health system Assists in the establishment, implementation and oversight of the Health Insurance Exchange Program and the development, implementation and oversight of the provisions found within the Patient Protection and Affordable Care Act and other activities as required. The position serves as a grants management co-lead with the following responsibilities – research grant programs and plans, research and write funding applications, conduct interdepartmental meetings to identify and prioritize project needs, coordinate and research grant preparation assignments, write or assist project managers in writing applications, edit draft applications for accuracy, completeness and clarity and submittal of all applications in accordance with grant/loan requirements, provide timely advice and information on funding opportunities, requirements and procedures; collaborates in defining and implementing project funding strategies, provide assistance in resolving issues and conflicts with funding agencies, prepare grant applications for submittal and prepare quarterly or annual reports as required by granting agencies, manage the grant procurement process, liaison between the DHCF and outside funding agencies and groups; participates in meetings and discussions in which decisions affecting DHCF projects are made, serve as a resource to the agency Director and Program Manager on state and federal funding programs related to the ACA; provide information, research, analysis, written reports and recommendations as needed, coordinate and plan funding program activities, including the prioritization, planning and scheduling of activities to guide program efficiency and effectiveness, review revenues and expenditures, project status, to ensure proper expenditures are made for Federal grant projects.
The position also assists in carrying out provisions of the Affordable Care Act that helps create a competitive private health insurance market through the creation of health insurance Exchanges. These state-run, transparent marketplaces, which launch in 2014, will provide millions of Americans and small businesses with “one-stop shopping” for affordable coverage. Moreover, the position directs activities to keep prices low by ensuring the following goals are met – increase competition among private insurance plans through improved comparative shopping and more informed consumers, provide small businesses the same purchasing power in Exchanges as large businesses, assist in the establishment of an insurance exchange, implement provisions in the law that prohibit insurance companies from discriminating against Americans with pre-existing conditions, provide guidance and information on health care innovation and reform efforts. In collaboration with the Deputy Director, the incumbent will meet with other DHCF managers and/or staff to assist in program and/or benefit development in support of health care reform and innovation efforts, will provides policy and program development, and will ensure all program grant requirements are fulfilled and reporting requirements are met in a through and comprehensive manner.
Qualifications and Education
Specialized Experience – Experience that equipped the applicant with the particular knowledge, skills and abilities to perform successfully the duties of the position, and this is typically in or related to the work of the position to be filled. To be creditable, at least one (1) year of specialized experience must have been equivalent to at least the next lower grade level in the normal line of progression for the occupation in the organization. Bachelor’s degree in a related field is preferred.

A valid driver’s license is required.
Working Conditions/Environment
The work is performed in a typical office setting. On site beneficiary and provider investigation work is performed in the homes of health care beneficiary and may involve visits to the offices of health care providers.
