The Primary Care President, Physician leader has responsibility for developing and managing a comprehensive, consistently high-performing Service Line following the established Inova Health System policies, procedures and decision matrix. The scope of Physician leader responsibilities includes programmatic, clinical and operational functions for the Service Line. A key expectation of the Physician leader is building and sustaining an effective, collaborative partnership and shared leadership Triad with the Nurse leader and Administrator for the Service Line. The Physician leader also is expected to engage and develop collaborative and inclusive partnerships with employed and independent physicians.
Reporting Relationships
The Physician leader for the Service Line reports to the Chief, Clinical Enterprise and manages the performance of all physicians and Advanced Practice Providers (APPs) assigned to the Service Line. Direct reports to the Physician leader for the Service Line will be co-designed by the service line leaders and the CEO and the Clinical Enterprise Triad.
Responsibilities
The Physician leader for the Service Line has ultimate responsibility for the following, which will be accomplished through joint and delegated responsibilities to the Service Line Triad and following the established System policies, procedures and decision matrix.
1. Develop, drive execution, and monitor performance of the overall Service Line strategy (e.g., clinical portfolio, growth, asset rationalization, capital plan), annual priorities and Key Results
2. Represent the Service Line in budget development and capital planning
3. Establish and uphold clinical practice standards, ensuring consistent contemporary, high-value care – care models, quality, safety, experience, cost – across the Service Line
a. Develop clinical practice standards and metrics for the medical staff and other clinicians, per system standard/policy
b. Establish care redesign targets and plans (quality, safety, patient experience, etc.) for the Service Line in partnership with the Chief of the Clinical Enterprise
c. Remain current and foster innovation in care delivery
d. Participate in quality designation/accreditation applications where appropriate
4. Oversee development and management of formally assigned Service Line clinical capabilities and assets across the system in collaboration with site leaders
a. Develop and manage Service Line clinical programs, technology and staffing in all care settings and modalities

b. Manage Service Line costs across all sites of care in collaboration with site leaders
c. Execute resource plans for the Service Line
d. Select clinical equipment and supplies for the Service Line, in partnership with Supply Chain
e. Manage formally assigned Service Line care delivery sites in collaboration with site leadership
f. Partner with care delivery site leadership and the Chief of the Clinical Enterprise to develop major clinical technology and care delivery capacity
g. Develop and implement Service Line policies and procedures per System standard
5. Provide input into overall market development and growth initiatives and execute on plans
a. Provide input into PR and brand management for the Service Line
b. Recommend and achieve growth targets in partnership with care delivery sites
c. Recommend and execute market communications strategies for the Service Line
d. Develop primary market research in partnership with Marketing
e. Participate in community relations efforts in partnership with care delivery sites, Chief of the Clinical Enterprise and Community Health
6. Develop and oversee the Service Line medical staff with emphasis on coaching for performance excellence per system standard
a. Develop membership criteria for the Service Line
b. Recruit, develop/partner and retain employed, independent physicians and APPs per Service Line medical staff development plan
c. On-board medical staff members
d. Participate in the negotiation of compensation for medical staff members
e. Approve schedules for medical staff members
f. Develop Service Line training and education
g. Manage medical staff performance
h. Support medical staff peer review process
i. As needed, recommend corrective action for the medical staff to the Chief of the Clinical Enterprise and Medical Staff leadership
7. Manage direct reports to the Physician leader of the Service Line with emphasis on coaching for performance excellence per system standard, including:
a. Nurse leader for the Service Line, who also reports to Inova Chief Nurse Executive
b. Administrator for the Service Line, who also reports to the Associate Chief, Clinical Enterprise for Inova
8. Oversee Nurse leader and Administrator’s management of non-physician staff assigned to the Service Line
9. Develop and maintain the Service Line as a clinical practice “home” for all team members per System standard and with emphasis on coaching for performance excellence
a. Develop and execute engagement plans and culture integration plans for the Service Line
b. Develop internal Service Line communications

10. Develop and manage the research & education agenda per the approved Service Line plan
11. Participate with the Inova Health Foundation in the cultivation of philanthropy
12. Build and sustain effective, collaborative partnerships across Inova, including partnerships with:
a. The Nurse leader and Administrator for the Service Line
b. Care delivery site leadership
c. Medical Staff leadership
d. Triad leadership for other Service Lines
Requirements
- Physician in active practice highly desired
- Hold Board Certification in a specialty of the service line
- Distinction within the medical community and be known within his/her specialty for clinical excellence
- Extensive clinical and administrative experience, including direct involvement in managing a clinical program and demonstrated medical staff leadership, including:
Management style that emphasizes communication, collegiality, collaboration, flexibility and the ability to build high-performing multidisciplinary teams, consistent with Inova values
Commitment to continuously improving clinical effectiveness, including quality, safety and patient experience and elimination of unwarranted variability
Business acumen, management skills, and fiscal knowledge
Ability to build relationships both inside and outside the organization
Experience as a community physician, or extensive dealings with community physicians, and an understanding of private practice
Ability to mentor, develop, inspire and lead medical and support staff, establishing a culture of accountability and teamwork among a diverse, highly qualified medical and support staff
Ability to plan and delegate assignments, review work, and monitor progress toward goals
