Job Description Summary
Provide high level strategic leadership to the MAXIMUS Federal Pricing Team. Lead initiative by using expertise in Price to Win, Competitive Analysis, and Federal Compliance.
The successful candidate will deliver and/or oversee pricing aspects of proposal submission in response to Request for Proposals (RFP). This position reports to the Senior Vice President of Finance and will work as individual contributor subject matter expert (SME) in areas of Price to Win (PTW) and Competitive Intelligence (CI.) The individual will work closely with other teams including Business Development, Proposal Operations, PMO, HR, Operations to enhance PTW/CI capabilities.
Essential Job Duties:
- This is a newly created role intended to considerably enhance PTW and CI capabilities and methodologies of MAXIMUS Federal. Candidates will be expected to present strategies and ideas that go beyond wrap rate analysis, finding out available agency budget, or analyzing current incumbentâs budget.
- Conduct PTW, CI, indirect rate impact, and other analyses. These analyses should lead to specific, evidence-based strategies around PTW.
- Provide strategic and thought leadership to Federal Pricing Team in areas of PTW and CI.
- Work closely with Business Development and Capture teams to develop pricing strategies.
- For strategic proposals, develop high level work breakdown structure (WBS) that aids development of solution and PTW strategies
- Regularly explore industry sources to gather data about procurement outcomes and trends. Develop simple yet effective methods to meaningfully analyze and this data.
- Develop roadmap for performing Analytical Competitive Intelligence based on data collected from recent award decisions. Design analytical methods to develop agency-specific and competitor-specific pricing benchmarks.
- Perform post-award analysis of every proposal to gather information that would help sharpen PTW analytics. Present findings to senior management.
- Work with Business Development and Marketing team during pre-RFP stages to enhance win probabilities.
- Provide strategic pricing support for specific proposals and current client discussions
- Use knowledge of Federal Procurement Laws (FAR, CAS, etc.) to help ensure that proposal submissions comply with federal procurement laws and internal MAXIMUS policies
- Regularly interact with executives and major customers
Education and Experience Requirements:
- Bachelorâs degree from an accredited college or university in Accounting, Business Administration, Finance, Economics or related field of study. MBA is not required, but will be a strong plus.
- At least three years of related leadership work experience with federal pricing and RFP submission, preferably with Federal civilian agencies.
- Direct experience with the Price to Win and Competitive Intelligence process
- Knowledge of federal pricing regulations and compliance issues (FAR, CAS, , etc.)
- Ability to perform hands-on analysis at micro-level and presenting findings to executive management
- Ability to work in a fast-paced, deadline driven environment delivering results and quality services
- Proven record of successfully developing solutions to a variety of complex problems and completing tasks requiring considerable judgement and initiative
- Professional presence, positive disposition, excellent interpersonal relationship skills Excellent communication skills are a must. Ability to interact with various internal teams as well as experience of making concise effective presentations to Executives.

- Interactions frequently involve special skills, such as negotiating with customers or management or attempting to influence senior level leaders regarding matters of significance to the organization.
