Capital Asset Director
The City of Aspen Capital Asset and Facilities Department is looking for a highly motivated individual who is service-minded to lead construction, development, and capital asset preservation projects for the City of Aspen

The City of Aspen Capital Asset and Facilities Department manages the City’s physical assets, including development and maintenance of facilities and infrastructure. The Capital Asset Director will be leading the development of the new administrative offices including new construction and remodeling of older City facilities.
Requiring a diverse set of leadership experience, business and political acumen, and extensive project direction experience and skills, the Capital Asset Director represents an opportunity to lead and develop a citywide strategy for the City’s capital assets.
The Job:
- The Capital Asset Director oversees capital improvement, construction projects, and City owned facilities maintenance. Lends professional expertise to land development, the position leads land use, development projects, and negotiations for the City from conceptualization and architectural design, entitlement and design to final phases of construction. These activities include auditing projects, budgetary analysis, financial projections, and all project policies and procedures.
- Successful communications are critical to project success. This position develops and oversees communication strategies for the Department and the Department’s initiatives. Works collaboratively with the City’s Communications Director to craft timely and meaningful communications to key stakeholders, the public, and public officials.
- Strong leadership abilities will allow this position to actively collaborate on projects in conjunction with other City departments. Leverages significant professional experience to provide guidance and support to all City Departments in the preservation of capital assets and city development and construction projects; this includes diverse assets such as the Wheeler Opera House, Recreation Facilities, and the City’s Employee Housing units.
- Oversees the maintenance and management operations of all City of Aspen facilities, ensuring that City spaces continue to operate efficiently.
- Directly supervises the Facilities/Asset Manager, Affordable Housing Project Manager, and three Project Managers. Additional department staff include the Facilities Supervisor and maintenance staff supervised by the Facilities/Asset Manager.
Minimum Requirements:
Education: Master’s degree in Project Management, Business Administration (MBA), Construction Management, Architecture or related field.
NOTE: Any combination of experience and education that would likely provide the required abilities, knowledge and skills as determined by the City of Aspen may be substituted for the requirements above.
Experience: Five years of progressively responsible professional experience in project, asset, and construction management, land development, including three years of supervisory experience.
Technical Knowledge: Proficiency in Microsoft Excel, Word, and Outlook Email.
Licenses & Certifications:
- Must possess a valid Colorado driver’s license or be able to obtain one within 30 days of start date.
- Must possess a Project Management Professional (PMP) certification or ability to obtain within one year.
Desirable Qualifications:
- Professional Engineer (PE) by the Colorado State Board of Registration for Professional Engineers, or registration as an architect by the Colorado State Board of Registration at the time of application.
- Prior experience in environmental sustainability focused construction and development management.
NOTE: This position requires a Criminal Background Check upon hire. Employment is contingent upon successful completion of a Criminal Background Check.
Position Type and Work Hours: Regular full time, Monday through Friday, hours may vary with workload.
- Evening meetings will be required in addition to or instead of normal hours.
Work Environment:
- Indoors: Office environment.
- Outdoors/Off-site: Visit construction sites, & city owned facilities; attend meetings, conferences, and special events.
Essential Physical Requirements:
- Lifting & Carrying: Up to 25 lb. boxes, files, etc., unassisted.
- Physical: Reaching, standing, sitting, typing, talking, crouching, kneeling, seeing, driving, and hearing.
