Full Job Description
    As a member of the Financial Planning & Analysis (FPA) department; the Assistant Director will report to the Deputy Director and will have 2 Staff Analyst that will report to them. The Assistant Director will be responsible for the oversight on all matters related to authority-wide initiatives.

    Responsibilities include, but are not limited to the following:

  • Assist in annual budget and monthly variance analysis for the Real Estate Department and development initiatives, underwriting of all transaction including RAD deals, down-payment assistance program with closing process.
  • Stay up to date with the latest housing programs through careful study of HUD regulations, laws, ordinances and publications related to public housing matters; research new programs and sources of funding.
  • Assist in tracking and managing RAD projects to their closing date.
  • Maintain consciousness of any issues or trends in the real estate investments and project financing.
  • Support the addition of new affordable properties through RFPs, new development and RAD.
  • Work with project managers to reconcile the project budgets and create a portfolio budget view.
  • Research, analyze data, and produce reports on a variety of topics related to housing development or agency-wide policy.
  • Liaising with external funding agencies for various reasons including the submission of funding requests, and budget performance reports.
  • Conduct research and labor costing analysis in preparation for collective bargaining and negotiations.
  • Supervise team of budget analysts.

Minimum Qual Requirements

1.A baccalaureate degree from an accredited college or university and three years of full-time satisfactory professional experience in the development, appraisal, financing, negotiation, or disposition of real estate, or in real estate law, or in urban planning or analytical or coordination work related to housing programs; or

2. A four year high school diploma or its educational equivalent approved by a State’s Department of Education or a recognized accrediting organization and seven years of full-time satisfactory experience as described in “1” above; or

3.A satisfactory combination of education and/or experience which is equivalent to “1” or “2” above. Graduate study in the field of urban studies, city planning, business or public administration, finance, architecture, engineering or other related fields may be substituted for up to one year of the required experience on the basis of 30 credits equaling one year of experience. Graduation from an accredited law school may be substituted for one year of the required experience. However, all candidates must have at least two years of experience as described above.

  • Strong computing skills with working knowledge on:
  • o Oracle Financials,

    o Hyperion Financials.

    o Microsoft Suite specifically Excel spreadsheet preparation (including Vlookup and Pivot Tables).

    o Database – Ability utilize Access or any other database to analyze large data set of information.
