We are currently seeking an experienced Project Manager to be key resources on a technical services team.
Overview:
The Project Manager performs advanced (senior level) project management work, primarily supporting Regional Planning Commission projects as well as the agencyâs PMO. Work involves coordinating the planning and initiation of 9-1-1 RPC-related projects, as assigned, at various levels of completion; monitoring the progress and schedule of projects; and communicating with project stakeholders, management, and other relevant parties. May plan, assign, and/or supervise the work of others. Works under limited supervision, with considerable latitude for the use of initiative and independent judgment.
It is an essential function of the job for assigned personnel to meet attendance expectations. Complies with all applicable security and safety rules, regulations & standards. The position requires application subject matter expertise and technical knowledge to enhance and support for internal stakeholders and objectives.
- Monitors, controls, and evaluates projects associated with Regional Planning Commission (RPC) 9-1-1 portfolio using accepted project management methodologies.
- Develops project budgets, schedules, work plans, resources requirements, and cost estimates and projections.
- Develops and implements plans to communicate and explain project methodology and processes to interested groups and team members.
- Reviews and recommends proposals and bids to management.
- Develops criteria for evaluating programs, proposals, and other information related to RPC 9-1-1 portfolio management.
- Assist in establishing the rules and procedures for making portfolio decisions.
- Analyzes and monitors portfolio components to identify issues, risks, and opportunities for improvement; and designs strategies to mitigate or avoid future risks within portfolio.
- Monitors and manages portfolio costs to ensure the project is completed within budget.
- Monitors and manages project quality to ensure project deliverables are acceptable and fulfill the terms of the project contract or specifications.
- Compiles and distributes portfolio information, status reports, and portfolio budget expenditures.
- Creates procedures to capture and address changes in original portfolio plan.
- Evaluate 9-1-1 project requests from RPCs in terms of project scope, project timeframes (high-level schedule), business case (budget), approach (risk), and provide an Initial Project Assessment & Recommendation.
- Perform project oversight activities which includes reviewing RPC 9-1-1 projects and approving projects before allocation of funds and determining which projects should be monitored and the frequency of monitoring.
- Report to CSEC leadership the status of RPC 9-1-1 projects.
- Assist in the establishment of PMO practices and templates to enable effective project oversight.
- Assist in the review and revision of the CSEC PMO-related policy and procedures, as necessary.
- May plan, assign, and/or supervise the work of others.
- Performs such other duties as may be assigned. The position requires application subject matter expertise and technical knowledge to enhance and support for internal stakeholders and objectives.
Minimum Years of Experience
Degree Graduation from an accredited four-year college or university with major coursework in business administration, management information systems, computer information systems, or a related fired is generally preferred. Education and experience may be substituted for one another.
- 4+ years of Experience: Solid understanding of various SDLC models such as Waterfall, Spiral, Agile, etc. along with strong working experience on various Project Management Software and tools
- 4+ years of Experience: Solid understanding of IT project management best practices.
- 4+ years of Experience: Designs, plans, and coordinates work team. Follows standard project management industry practices such as the PMIâs framework.
- 4+ years of Experience: Developing detailed work plans, schedules, project estimates, resource plans and status reports.
- 4+ years of Experience: Establishes project organization and methodologies and defines roles and responsibilities. Documents risk and develops mitigation plans.
- 4+ years of Experience: Creating project charter and work plan and tracks budget and schedule progress via appropriate metrics.
- 4+ years of Experience: Arranges for the assignment of responsibility to other supporting facilities, business areas, and support functions, and monitors their performance.
- 4+ years of Experience: Preparing reports for upper management regarding status of project.
- 4+ years of Experience: Understanding Electronic Information Resources (EIR) Accessibility requirements and their technical specifications. Ensure the EIR Accessibility is integrated into the project lifecycle at the appropriate points (planning, design, development, test, etc.) and ensures that resources are included to implement EIR accessibility within the project.
- 4+ years of Skill: PC workstation, operating system, application or platform. Provides overall direction to formulation, development, implementation and delivery of a project.
- 4+ years of Skill: Exercises management responsibility over the achievement of performance, revenue, and profit objectives of a project and its contracts.
- 4+ years of Skill: Ensures that the project plan maintains tasks, schedules, estimates and status and disseminates information to team members and customers.
- 4+ years of Skill: Directs corrective actions in any area where performance fall below objectives.
- 4+ years of Skill in communicating with client/vendors.
Preferred Years of Experience:
- 4+ years of Experience: Creates a structure and organization for the management of a complex environment with emphasis on quality, productivity and consistency.
- Cert Project Management Professional Certification and/ any other Project Management Certification is a plus.
