The Senior Associate Vice President for Strategy and Policy serves as deputy to the Senior Vice President for Strategy and Policy. The Senior Associate Vice President will play a lead role in the design, implementation, and management of System-level projects, including the System’s performance measurement and accountability framework and the work of the Board of Governors Committee on Strategic Initiatives.

Responsibilities include:

  • Serving as the primary point of contact between the Division and relevant institutional leaders, faculty, and staff on strategy and policy issues.
  • Serving as a staff liaison to the UNC Board of Governors Strategic Planning Committee.
  • Overseeing annual Strategic Plan reporting process on System and institution-level performance, including: managing analysts and contractors to make updates to public data dashboards, preparing presentations, institutional profiles, and other written material that outline the results, communicating with constituent institutions regarding processes and timelines, and other related activities.
  • Taking a leadership role in the implementation of key initiatives under the Division’s purview, including the Student Success Innovation Lab. This includes overseeing the progress of existing Lab-funded research projects; organizing regular convenings of practitioners and evaluators; managing the Lab’s budget and reporting requirements; and identifying milestones, establishing and communicating timelines to multiple audiences, and keeping the SVP informed through consistent project management.
  • Working on cross-functional teams on projects directed by other Divisions but relevant to Strategy and Policy’s expertise, including: working with Budget and Finance on the development of budget and policy priorities for legislative sessions; working with Academic Affairs on digital learning strategy; working with Human Resources on the development of performance goals for chancellors; and other projects as assigned.
  • Managing the execution of projects (data analysis, research, and policy analysis) that emerge from requests by the President, Board of Governors, and the General Assembly.
  • Other duties as assigned.

Primary Purpose of the Organizational Unit

The Strategy and Policy Division, as directed by the Board of Governors and the President, is charged with enhancing and furthering the UNC System’s strategic goals. The division partners with the President and chancellors on System-wide strategic initiatives, is responsible for the institutional performance measurement framework, and serves as a higher-education policy expert to the President, the Board of Governors, and the NC General Assembly. The Division also tracks and assesses state and national trends in higher education, and their likely impact on the UNC System, and proactively identifies new initiatives to support System strategies. The Division also provides oversight of the University and P12 Partnerships unit as well as the GEAR UP unit.

SPA Minimum Qualifications Hiring Salary Range

Market rate, commensurate with experience.

EPA Minimum Qualifications and Competencies

Master’s degree in public policy, social science, or related discipline and seven years of experience working in higher education; or an equivalent combination of education and experience. PhD preferred.

  • deep familiarity with higher education policy, strategy, and practice;
  • strong leadership abilities and project management skills;
  • demonstrated ability to lead and successfully conclude large-scale projects involving many constituencies;
  • demonstrated ability to communicate with different audiences about higher education data, strategy and policy;
  • an understanding of higher education data and measurement; and
  • an appreciation for the role of public university system offices in higher education policy and governance
