Halfaker has an opening for a Director, Operations to join our talented, dynamic team. The key responsibilities for this position include:
  • Responsibility for team organization, staffing approach, program schedule, budget, deliverable content and quality, as well as overall performance and success of program
  • Stand up new program upon contract award; establish Program Launch schedule of activities and own and manage resulting action items and execution of activities to successfully stand up the new program within ten days of contract award. Responsibilities include but are not limited to the following:
    • Create staffing approach, organization chart, resource requests for new hires
    • Create high-level work schedule and financial forecast
    • Own and manage action items conduct program launch and initiating and planning activities in accordance with company Program Management Framework
    • Brief executive team on progress, updates, status, and next steps
  • Apply advanced management and leadership skills to ensure that program outputs are delivered on time, within agreed-upon scope, and within budget; monitor and control scope, schedule, and cost to enable program outcomes and deliver high-quality work products that trace back to program objectives and acceptance criteria
  • Build and maintain relationships with clients, stakeholders, and teaming partners; proactively monitor project performance, stakeholder priorities, and manage program focus, direction and team activities accordingly
  • Quickly learn and understand contract, as well as program goals and outcomes; decompose program objectives into actionable work packages and activities, and manage resources accordingly and within schedule constraints
  • Create program financial forecast and work authorizations for team members, and monitor actuals against the plan to meet revenue and profit targets
  • Oversee the creation and submission of program performance reporting deliverables
  • Design project team structure and organization chart and manage program human resources; define program roles and responsibilities and act as hiring manager to staff program timely and effectively
  • Mentor project team members and identify career development opportunities for staff; provide clear direction and regularly communicate expectations and feedback to team and individuals
  • Identify, manage, and communicate program risks and issues; identify and implement risk mitigation strategies and monitor (and minimize) risk program-wide
  • Conduct program activities in accordance with defined/required program management life cycle processes
  • Provide input into program management life cycle processes governing program execution to identify opportunities for improvement and efficiency
  • Work closely with Halfaker Business Development, Capture, and Proposal teams to identify new opportunities and facilitate growth within program domain and related areas
  • Ability to oversee multiple programs and/or projects within the Health Operations Division providing direct managing oversight of Project Managers and/or Project Leads, which includes monitoring staffing levels, examining deliverable submissions, and scrutinizing P&L for all programs and projects within purview.

Required Experience

  • Bachelor’s degree or higher in relevant field
  • 10+ years of experience in program/project management
