Position Description

Advertised Job Summary

Serves as Assistant Director of the in-house construction unit by providing management oversight; assisting in the development and management of major or significant capital renovation projects through the planning, design, bidding, construction, and close out phases; monitoring of contract administration; developing, implementing, and maintaining unit work plans, operational processes, and performance measures; coordinating project work with internal and external agency personnel; establishing short and long term goals for continuous improvement initiatives; maintaining knowledge of and implementing University and industry requirements, procedures, and standards; maintaining knowledge of the Department’s mission and establishing goals in support of same; reviewing and recommending policies and procedures; establishing short and long term goals for improvement initiatives; coordinating capital project work with all parties involved and following design/plans as documented; ensuring code compliance for all work and services; and preparing management reports.

Responsible for teaming up with and working through key facilities divisions and units to insure the effective management of the units work process. This would include but not limited to Facilities Finance, Work Management, Facilities Planning, Programming Design and Construction and creating more formal process for work estimating and work scheduling. The effective management of all work through flow charting and process documentation. The development and execution of a formal business plan for the unit. Employing participatory practices in the building of work process and charge structures. Insures recurring project communications through the work management division, and insure good documentation and formal project approvals with customers.

Minimum Qualifications (Classified and Unclassified positions)

Master’s degree and 5 years related program management experience, or bachelor’s degree and 7 years related experience.

Possess a South Carolina Commercial General Contractors license or has the ability to obtain license within six months.

Preferred Qualifications

Master’s degree in a related field and 7 years of experience related to construction or facilities management or a bachelor’s degree and 10 years of experience related to construction or facilities management.

Knowledge/Skills/Abilities

Knowledge of construction standards, applicable codes, and code enforcement; of an organization’s structure, the people who manage the work, and the processes applicable to government work; of management principles; and of participatory work practices. Ability to develop a wide base of close customer relationships; to build, plan and work within budgeted resources; to estimate work and work within a changing work setting; to interpret and apply rules and regulations; to manage work and provide guidance to employees; to make presentations and prepare reports; to manage and prioritize a large and complex work load with short time frames; to make decisions with limited information and a strong experience base; to resolve problems and communicate outcomes; to interpret plans; to interact with various levels of personnel; to communicate effectively both orally and in writing; to use technology; and to build teams and involve stakeholders. Have strong organizational and planning skills, and good verbal and written communication skills. Valid driver’s license.
