Background

The Solar Hands-On Instructional Network of Excellence (SHINE) is a public-private partnership founded by Southside Virginia Community College (SVCC), the Maryland-DC-Delaware-Virginia Solar Energy Industries Association (MDV-SEIA), leading solar developers, construction companies, energy consulting & recruiting firms, and tech companies to build innovative utility-scale solar career pathways in Virginia.

SHINE’s mission is to:

· Develop a qualified, diverse, equitable, and inclusive solar workforce

· Equip Virginians with the tools and knowledge to enter the solar sector with a competitive edge

· Help solar developers and construction companies source qualified and trained talent

· Bridge the gap between solar jobs supply and solar jobs demand

The solar industry in Virginia expects to construct 2 to 5 gigawatts of utility-scale solar over the next four years. This could create tens of thousands of full-time-equivalent jobs. Because Virginia has historically lagged neighboring states, many of the early solar jobs have been offered to out-of-state workers. SHINE is working to address this so solar jobs and economic benefits remain in-state. SHINE has developed a solar training program to ensure Virginians have the skills, knowledge, and pathways to access these jobs and build sustainable solar careers.

Since inception, SHINE and its partners have mobilized over $1 million in funding to support its training programs.

Position Description

SHINE is seeking a Program Management Consultant who will report to the Board and will be responsible for managing all aspects of the program including curriculum buildout and expansion, sponsor recruitment, and stakeholder engagement. The successful candidate will be self-directed, demonstrate effective and creative problem solving, have compelling written and verbal communications, and be able to manage a diverse set of stakeholders and perspectives. Solar and workforce development experience preferred, but not required. Candidate must be based in Virginia and be willing to travel to conferences, events, and meetings across the state (10-20% travel).

Qualifications

· Bachelor’s Degree

· A minimum of 3 years of professional experience

· Experience with the solar industry, workforce development, or both

· Experience with nonprofits or nonprofit management

· Proven track record of effective stakeholder engagement and fundraising

· Strong written and verbal communication skills

· Ability to oversee and manage budgets

Responsibilities (including but not limited to)

1) Governance

a. Ensure SHINE is operating in compliance with its bylaws

b. Organize and lead Board Meetings

c. Answer and address any Board member questions

2) Solar Training Program

a. Work to recruit academic partners for hosting the SHINE program

b. Work with academic partners to recruit students via a wide method of approaches including hosting webinars, job fairs, and other marketing activities

c. Ensure students have access to solar job interviews and job placement upon graduation from SHINE

d. Consult with industry to ensure the SHINE curriculum and program stay current and address market needs

e. Track Virginia solar project development and forecast solar job supply

f. Identify areas of expansion

3) Finance

a. Ensure SHINE operates within the approved budget

b. Track revenue and expenses and provide update to Board via financial statements

c. Develop and execute on a fundraising plan to help grow and expand SHINE

4) Marketing & Engagement

a. Conduct regular checkins with SHINE sponsors and other stakeholders

b. Develop creative content to help spread the word on SHINE (newsletters, blog posts, articles, social media, videos, etc)

c. Recruit additional sponsors to join SHINE to meet the financial targets set by Board

d. Organize and host SHINE events

e. Travel to meet with stakeholders as well as participate in conferences, workshops, and other events

5) Administrative

a. Ensure other SHINE consultants have the support and resources they need to succeed

b. Other special projects as they arise

Term & Weekly Time Commitment

This a 1-year consultant position beginning in February 2020, but can potentially be extended pending performance and funding. Weekly time commitment is estimated to be 40 hours per week.

Compensation

The compensation for this position will be $50,000-$70,000 commensurate with experience.
