Experience Required: Minimum of five years of progressively responsible experience with the administration, coordination, and operation of computerized information management systems and a considerable experience managing multiple concurrent projects and leading a professional IT group. NIMS (National Incident Management System) ICS-100, ICS-200, ICS-300, FEMA IS-700 and FEMA IS-800 training. Possession and retention of a valid motor vehicle operatorâs license issued by the State of Delaware is required. Must pass pre-employment testing for substance abuse, criminal background, motor vehicle driverâs license history, and a pre-employment physical. Subject to random drug and alcohol testing in accordance with City policy.
Minimum Education Requirements: Bachelorâs degree in management information systems, computer and information science, or related field required.

Essential Job Functions:
An employee in this position may be called upon to do any or all of the following essential duties:
A. Provide technical support to top management regarding ongoing long-range information system and technology planning and selection and acquisition of new hardware and software and telecommunications systems; researches and advises on long-range plan development; works with vendors and City staff to evaluate new technologies.
B. Administers the implementation of technology projects through implementation planning, technical assistance, and management of activities.
C. Conducts research on emerging products, services, protocols, and standards in support of security enhancement and development efforts. Assists with planning and deployment of security measures.
D. Responsible for conducting technology related trainings as part of new hire orientation and to existing customer (internal/external). Trainings will be in group settings, as well as one-on-one sessions. When appropriate, identify outside training opportunities that would benefit the City and our employees.
E. Develop and maintain city wide inventory of technology related hardware, software, and licenses.
F. Provides proactive assistance and guidance to identify opportunities to improve operations through the use of technology. Work with departments and contractors in support of project activities; gather and share information related to the need for upgrades, identifying vulnerabilities, and opportunities for improvement.
G. Supervises subordinate staff in the provision of ongoing technical support to all city staff. Structures, leads, trains, and develops IT staff maximum effectiveness.
H. Evaluates, assess, and makes recommendations on short-term and long-term needs for new systems or system modifications involving the possible acquisition of new hardware and software advises the management team on these matters.
I. Manages the implementation and renewal of technology systems and services contracts.
J. Recommends, implements and oversees enforcement of policies, procedures, and associated plans for infrastructure administration, project management, and system security administration to ensure the quality and integrity of the information management system.
K. Builds and maintains a positive working relationship with city staff and technology vendors including communicating effectively with management, staff, vendors, and agencies regarding planning, implementation, use of support of technology resources.
