General Statement of Duties:
Responsible for effective leadership and administration of Chenango Health Network (CHN), a community-based rural health network with 501(c) (3) status. This position reports directly to the organization’s Board of Directors.
It is the responsibility of the employee to have reliable transportation. Chenango Health
Network will provide any necessary equipment needed to perform job duties.
Specific responsibilities include but are not limited to the following:
Governance/Leadership
- Develop, maintain, and support a Board of Directors needed to sustain a strong rural health network.
- Ensure implementation of all policies adopted by the Board of Directors including but not limited to, Bylaws, personnel, fiscal and others.
- Communicate regularly and effectively with CHN’s Board of Directors to enable its members to make informed decisions regarding the organization.
- Engage and foster positive working relationships with partnering organizations, funding entities, private and public entities, elected officials and the community at-large to support the mission and work of Chenango Health Network.
- Maintain a work environment that promotes a cohesive, inclusive, and diverse workplace community, affirming the inherent worth of all individuals and underscoring the importance of teamwork, trust, and open communication.
Financial Performance
- Maintain the fiscal integrity of the organization, including but not limited to, providing the Board of Directors with a proposed annual budget and financial statements that accurately reflect the condition of Chenango Health Network and, by working with the auditing firm to assure completion of CHN’s annual audits.
- Assure sound fiscal management to comply with all Federal and State laws and regulations, CHN contracts, maintain a balanced budget, and maximize CHN resources.
- Secure funding and other resources necessary for operating the organization.
- Identify and evaluate the risks to the organization’s people (staff, clients, volunteers, Board of Directors) property, finances, goodwill, and image. Implement measures to control risk including appropriate and adequate insurance coverage, as well as, appropriate IT controls.
Planning and Development
- Convene, facilitate, and participate in activities, which assess community need and identify opportunities to address such needs.
- Develop, implement, and regularly evaluate programs and initiatives relevant to this rural health network.
Operations
- Recruit, hire, and retain competent, qualified staff.
- Provide complete and accurate reports as required and upon request, per established deadlines.
Required Knowledge, Skills, and Abilities:
- Knowledge of Federal and New York State laws and regulations applicable to 501(c)(3), non-profit organizations.
- Experience with budget management, including budget preparation, analysis, decision making and reporting.
- Experience with grants management, including program development, grant writing and reporting.
- Strong organizational abilities including planning, delegating, program development and evaluation.
- Able to be flexible, creative and solve problems from a systems-wide and/or program perspective.
- Good knowledge of the characteristics, needs and interests of the health needs of Chenango County
- Good knowledge of community agencies and services, which can be utilized to aid Chenango County residents.
- Working knowledge of public information and relations techniques
- Ability to interact with individuals from a wide range of backgrounds, including health care service providers and administrators, community-based organization representatives, community members, etc.
- Ability to communicate clearly and effectively both verbally and in writing
- Strong interpersonal and written communication skills
- Ability to work independently and as a member of a team decision making and program implementation
- Willingness to accept and adhere to agency values and standards.
- Proficiency with Microsoft Windows, Microsoft Office Suite, desktop publishing software, and Internet.
- Ability to efficiently plan, organize, and coordinate a variety of activities
- Ability to travel within Chenango County, the Southern Tier Region, and NY State as required
- Maintain a valid driver’s license and use of private vehicle for work related purposes
Preferred Education/Experience/Training:
- Graduation from a regionally accredited or registered college or university with a Master’s Degree in public health, public administration, social work, finance or related field and minimum of 3 years’ senior management and grant management experience working in a health or human service organization, preferably in a rural setting.
Acceptable Education/Experience/Training:
- Graduation from a regionally accredited or registered college or university with a Bachelor’s Degree in public health, public administration, social work, finance or related field and minimum of 5 years’ senior management and grant management experience working in a health or human service organization, preferably in a rural setting.
