Vashon Youth and Family Services is currently looking for Clinical Director to lead our dynamic team of therapists. Vashon Youth and Family Services (VYFS) is the largest provider of human services on Vashon. Last year we served 15% of the Island population with services including counseling for families, youth and adults, emergency services for the Island’s most vulnerable population, enriched before and after care for elementary school children and family support and education. THE POSITION:
The Director of Clinical Operations (DCS) at Vashon Youth and Family Services (VYFS) is the lead program officer for Behavioral Health programs at VYFS. The DCS oversees the work of clinical and non-clinical staff involved in the delivery of evidence-based, effective behavioral health and case management services to the residents of Vashon Island. The Director of Clinical Services oversees VYFS Behavioral Health through system changes and advancement.

Summary of responsibilities:
The DCS provides oversight to the VYFS Mental Health Counseling program. The DCS reports directly to and works closely with the Executive Director to ensure that the core agency functions are operated according to the highest ethical and professional standards, in compliance with all applicable federal, state, local government regulations, and contractual agreements:

1. Provide direct oversight of the Behavioral Health Program staff including hiring and supervision of clinical supervisors and counselors; oversight of contract and consulting professionals; managing the fiscal aspects of these programs; building and maintaining relationships with key agency partners including King County, Vashon Island School District, Island health care providers, and others.

2. In consultation with the Executive Director, continuously reviews and manages the structure of Behavioral Health operations to marshal all of the agency’s resources to effectively, efficiently and predictably address the needs of the residents of Vashon Island in the areas of behavioral health prevention and intervention.

3. Identify training needs and resources to ensure VYFS clinical and support staff develop and maintain expertise in proven prevention and intervention modalities, including evidence-based practices proven effective in developing strong, thriving families and individuals, and intervention practices designed to address behavioral health issues for children, families, youth and adults.

4. Lead with the Executive Director and behavioral health the development of an electronic records system and any other systemic change required

5. Coordinate crisis response for Vashon Island. Assist the Executive Director who serves as the voice and face of Vashon Youth and Family Services in the event of a crisis occurrence affecting all or parts of the Island Community. Participate in planning with Vashon Be Prepared, CERT, and Vashon Island Fire and Rescue.

6. Participate in agency management activities, including strategic planning, financial planning, technology planning and implementation, fundraising, staff meetings, new program development, board meetings when requested, media relations and other activities that arise that call for the highest level of leadership.

Detailed Responsibilities:
1. Manage Behavioral Health programs to the highest professional, ethical and fiscal standards. Specifically, the DCS will:

  • In collaboration with the Executive Director and other program directors, support agency-wide focus on delivery of evidence-based, accountable program services
  • Maintain, support and grow relationship with King County
  • In consultation with Executive Director, manage all Behavioral Health programs for maximum financial viability and county compliance
  • Achieve high audit performance and promote a culture that understands and incorporates quality management principals in all aspects of practice
  • In collaboration with Executive Director and program managers, ensure high fiscal performance, support relationship with United Way and other funders, participate in budget planning annually in Q4, or when necessary, to develop and strengthen revenue streams
  • Advise Executive Director on challenges facing community mental health programs and opportunities to strengthen or inform successful business model
  • Ensure the agency prioritizes the elimination of institutional barriers to service for all in need, and promotes trauma-informed care as a means of ensuring accessibility and effectiveness. Assist Executive Director and all staff in achievement of diversity goals so that VYFS reflects the populations that we serve
  • Support staff in achieving high professional standards, establishing and maintaining appropriate clinical boundaries, support for special populations services

2. Ensure that all behavioral health programs are delivered in compliance with federal, state and local regulations and the highest professional and ethical standards. Ensure the availability of qualified clinical supervision for professional staff.

3. Working with Executive Director and Board volunteers, assess range of Island Behavioral Health needs and agency clinical expertise needs, including ongoing supervision needs, and develop plan for building needed clinical expertise through hiring and staffing patterns.

4. Current Supervision Responsibilities:

  • The DCS currently supervises approximately10+ staff (some FT and some PT)
  • At the same time, in consultation with the Executive Director, the DCS will continuously review and manage the structure of Behavioral Health operations to marshal all of the agency’s resources to effectively, efficiently and predictably address the needs of the residents of Vashon Island in the areas of behavioral health prevention and intervention

5. Participate in agency-wide management. Specifically, the DCS shall:

  • Assist the Executive Director in implementing the agency’s strategic plan, including specific goals regarding diversity, social justice and decreasing barriers to services in the Behavioral Health programs. The DCS will support the Executive Director in creating a quarterly report of progress toward strategic goals, and updating and revising strategic plan as it becomes necessary
  • The DCS will participate in annual budget planning process and monitor progress toward budget goals on a monthly basis. Participate in fundraising, grant writing, reporting as needed to attract new and sustain existing sources of support for program and administrative activities
  • Ensure staff understands and implements proper case documentation and billing practices
  • Cooperates and facilitates planning the appropriate and sustainable use of technology in delivering and managing program services

5. Coordinate crisis response from Vashon Youth and Family Services to Vashon Island, all or part, affected by a crisis. Specifically, the Clinical Director will:

  • Ensure appropriate staff and training for response to emergent and crisis situations among current and non-clients
  • Participate along with the Executive Director, and other clinical leadership in the development of a crisis plan for Vashon School District
  • Participate in planning VYFS role in emergency response with Island and county emergency management officials, including Vashon Be Prepared, CERT and Vashon Island Fire and Rescue

6. Maintain in good standing all required licenses, certifications and continuing education to serve as clinical director, provide clinical supervision, and oversee clinical services for children, adults, the elderly and vulnerable populations.

7. Maintain quality management training requirements, including participating in evidence-based practice trainings to assure capacity to manage and supervise delivery of evidence-based services for youth, families and adults.

8. Model adherence to highest ethical and professional standards. Supervise and support staff in achieving advanced professional training, education and performance.
REQUIRED QUALIFICATIONS

  • Masters level or higher degree in psychology, counseling, social work or related field
  • Minimum 5 years with increasingly responsible management experience within a community mental health organization or other multi-faceted human service agency
  • Know King County Behavioral Health
  • Current, valid license in mental health, clinical psychology, social work or related field
  • Familiarity with technology and information systems that support clinical activities
  • Experience with electronic records system establishment
  • Credentialing, education and experience required to:

o Provide clinical supervision to staff
o Support case management
o Have experience and for program development and follow through
o Experience with clinical supervision and intakes
o Have an administrative background at 1/3 of responsibilities are administrative
o Deliver and supervise substance use disorder treatment
o Plan, evaluate, manage and improve behavioral health services to children, adults, families and special populations
o Deliver evidence-based behavioral health services
o Provide services in a culturally competent manner that addresses the needs of all members of the community
o Deliver behavioral health services to survivors of domestic abuse and those who have experienced significant adverse childhood experiences
o Build the capacity of the agency to deliver services that address the family system

DESIRED QUALIFICATIONS

  • Familiarity with Island community and issues impacting rural populations
  • Spanish fluency
  • Excellent written and verbal communication skills
  • Demonstrated success in securing and managing complex social service grants
  • Demonstrated experience in leadership of community or social service partnerships and collaborations
