Perform administrative work coordinating, planning, implementing, and supervising the Parking Utility and Columbia Transit activities, including safety, facility maintenance, and compliance inspection.
Essential Job Functions
- Supervise operations of the Parking Utility and Columbia Transit to include safety and facility maintenance, and inspect operations to ensure compliance with standards set forth by the Federal Transit Administration (FTA).
- Maintain a thorough knowledge of federal funding requirements for Transit operation in order to plan, organize, and implement projects and programs to further the missions.
- Prepare FTA grant applications and administer grant-funded programs.
- Coordinate project work with consultants and City/County departments as they relate to Transit and Parking functions.
- Manage contracts and leases to ensure compliance; work with City Attorney’s office in legal matters pertaining to transit operations.
- Plan, direct, and review fire prevention, security, and maintenance procedures to ensure safety and protection of City property/personnel and make recommendations accordingly.
- Plan, organize, coordinate, prioritize, assign, and evaluate the work of subordinate employees.
- Attendance is an essential function.
Ancillary Job Functions
- Prepare and administer Parking Utility and Columbia Transit System budgets; control the expenditure of budgeted funds. Maintain records and prepare reports related to the work and long-range planning.
- Represent the City with various local organizations and serve as ex-officio member of Advisory Boards/Commissions specifically the Public Transit Advisory Commission (PTAC).
- Investigate and take appropriate action in response to complaints/inquiries from the public and initiate improvements to eliminate continuing problems.
- Oversee the drafting of Parking ordinances and memos for Council’s consideration.
- Perform other related duties as assigned.
Education and Experience – An equivalent combination of education, training and experience will be considered
- Bachelor’s degree in Business, Public Administration, or related field.
- Minimum of five years of experience in transportation and/or utility management, including supervisory experience.
Knowledge, Skills and Abilities which may be representative, but not all-inclusive of those commonly associated with this position
- Knowledge of Transit and Parking Utility operations, maintenance processes, and safety procedures.
- Thorough knowledge of federal rules, regulations, and reporting requirements related to public transit systems.
- Knowledge of City ordinances, particularly as they apply to parking.
- Excellent verbal and written communication skills.
- Knowledge of effective supervisory practices and techniques; ability to plan, organize, coordinate, prioritize, assign, and evaluate the work of subordinate employees.
- Ability to prepare and recommend long-range policies, plans, and reports of a complex technical nature, make accurate computations and cost projections, and coordinate contracts and leases.
- Ability to establish and maintain effective working relationships with other employees, City officials, and the general public.
