Director of Operations (Regional)
Position: Full-time
Location: Central and Western regions of North Carolina


Position Summary:

Branch Civil is searching for a Director of Operations to join our well-established and growing company. The Director of Operations is responsible for operational functions within its respective region including resource assignment, employee staffing, scheduling, production and positive cash flow while enforcing Company policy and encouraging best practice application in the field. The Director of Operations is responsible for operational logistics, training and safety at all levels of operations within their region. In conjunction with the Vice President of Operations and the Chief Estimator, will help develop, implement, and monitor the Company s business plan and overall goals.

Essential Functions:

  • Develops and maintains relationships with customers and industry partners, and resolves issues with same when necessary to do so.
  • Timely addresses the needs and concerns of customers and industry partners.
  • Represents Branch Civil in respective region by participating in industry related organizations such as VTCA, HRUHCA, HCCA, Chamber of Commerce, etc.
  • Supports the Branch Civil’s safety culture by adhering to and enforcing safety policies, and partners with Corporate Safety to research, develop, and implement specific safety initiatives.
  • In conjunction with Vice President of Operations, reviews and negotiates contracts with customers and industry partners.
  • Ensures that prior to execution, all contracts, general agreements, purchase orders, and subcontracts align with Company goals and business objectives.
  • In conjunction with the Project Controls Department, reviews and approves an appropriate construction budget for each project.
  • Ensures that construction schedules are developed, base-lined, monitored and updated.
  • Ensures that project operational plans are developed, implemented, and monitored resulting in financial profits. Ensures adequate staffing of projects is achieved.
  • Ensures staff is trained in and following Company policy and procedures, and staff is equipped with the proper tools and training to perform their duties, take responsibility, and be accountable for the achievement of agreed upon goals and for the success of the entire Company.
  • Ensures quality standards on all projects are being met; and identifies, communicates, and ensures implementation of best practices .
  • Conducts monthly project reviews with regional teams, and makes necessary operational adjustments based on actionable information revealed in the project reviews.
  • Assesses and addresses the financial and operational risks of projects being performed.
  • Monitors project cash flow, ensuring projects maintain positive cash positions at all times.
  • Measures performance against and identifies deviations from baselines, such as grand plans, operational plans, contracts, schedules, budgets, safety goals, and quality standards.
  • Reports monthly the financial position of projects to President and Company Controller.
  • Reviews and performs intermittent audits of project documentation to ensure consistency with Company policy.
  • In conjunction with Project Controls Department, ensures Post Mortems are performed and provided to Estimating in a meaningful, consistent format.
  • Conducts self in an ethical manner, accepting full responsibility for decisions, actions, and commitments made.
  • Applies Company policies and procedures in a consistent manner; actively supporting decisions made by the Company.

  • Evaluates developmental needs of project management staff and field operations manager, and promotes effective training.
  • Participates in annual performance evaluations that objectively evaluate the strengths and weaknesses of project management staff and field operations manager, and provides meaningful feedback to develop their skills.
  • Supports training and development efforts, encourages continued learning, and provides recognition to others when their assignments are carried out well and provides constructive feedback when deficiencies are present.
  • Ensures the development and implementation of strategies which recognize and take advantage of market opportunities that best fit current operational capabilities while utilizing existing assets.
  • Participates in the estimating process to ensure Operations has provided adequate feedback to enable Estimating to produce sound estimates.
  • Participates in bid preparation by reviewing cost development and ensuring that the bid accurately reflects the anticipated costs of the project. Provides input regarding bid margin based on risk, type and location of project.

Qualifications:

  • Bachelor s degree in Civil Engineering, Construction Management, or related field.
  • Minimum of 10 years of prior experience in the management of construction companies in positions of increasing responsibility required
  • Experience on large heavy civil projects involving complex roadway and structure transportation improvement projects
  • Must have proven experience with large projects that have had a track record of being profitable.
  • Displays visionary, strategic thinking
  • Excellent communication and interpersonal skills

Travel
The position requires intermittent travel and overnight lodging.

Supervisory Responsibility
Responsible for managing at least 3 direct reports, including a Senior Project Manager, Project Manager and Field Operations Manager.


Work Environment

This position operates in an office environment with frequent project site visits. This role routinely uses standard office equipment such as computers, phones and photocopiers/scanners.

While performing the duties of this job, the employee is regularly required to talk and hear. The employee is required to use hands to finger, handle or feel; and reach with hands and arms.


Position Type/Expected Hours of Work

This is a full-time position which will typically involve 40+ hours a week.
