In collaboration with the Executive Director and Faculty Director of Center X, the DBA provides direction and management of the administrative operations for the Center. This includes day-to-day decision-making, oversite of space and resource management, the development and implementation of administrative controls to assure that actions, both financial and personnel actions, are prepared, submitted and carried out in accordance with Center, department, and University policy. The DBA independently develops and establishes administrative procedures that align with established GSE&IS and University Guidelines while ensuring that they support the Center’s mission. As a member of the leadership team, the DBA implements, monitors, and evaluates long and short-term administrative goals for the Center regularly assessing the Center’s progress towards those goals and making adjustments and/or improvements as needed. Primary responsibilities include executing the financial and personnel goals and objectives of the Center set by the Faculty and Executive Directors of Center. This includes development and management of Center X budgets with current projections and multi-year forecasting, analysis of changes/fluctuations of budgets to asses budget impacts and need for adjustment, and oversight, fiscal management, and analysis of the Center’s state operating funds and contract & grant budgets. The portfolio of funds managed by the DBA include an average total expenditure of approximately $20 million consisting of over 100 accounts made up of 19900 type funding, sponsored research, sales and service activity, and business contracts. Additionally, the DBA oversees all of the budget development for the various programs within the Center, provides guidance to the Program Directors, Associate Directors, Program Managers and Program Coordinators in the creation and update of the budgets, as well as identifies discrepancies and areas in which the budget requires modification or updates. The DBA serves as the Center’s point of contact for all Human Resources and Payroll needs/requests including staffing (job description writing/development, recruitment, appropriate classification type, etc.), conflict resolution, payroll and payment discrepancies, and facilitate salary and compensation requests on behalf of the Center. The DBA works closely with GSE&IS Infrastructure Staff (Dean’s Office, Associate/Assistant Deans, Fund Managers, HR, Office of Student Services, Support Services, ETU, etc.) to execute operational functions, as needed.
The DBA directly supervises 4 admin and technical staff, and indirectly supervises 14 program coordinators. Additionally, the DBA is responsible for the oversite of hiring and issuing of payments to approximately 80+ By Agreement instructors and presenters whose payments fluctuate monthly. They provide innovative solutions to long-range management concerns involving human resources as well as the overall management of the unit’s space, equipment, and Center X’s web-based communications systems.
