Project Manager
Responsible for cost engineering, cost estimating, cost analysis/control, and planning/scheduling activities for a large or major project, or for discipline/project/proposal estimating or staff planning activities that require a high degree of technical skill and experience. Directs cost estimating, analysis, and control activities. Directs schedule development, maintenance, monitoring, impact identification, and recovery plan development activities. Directs the preparation and presentation of project/program estimates and cost forecasts. Supports project/program organizational and administrative activities. Provides generally non-routine cost engineering/planning and scheduling guidance. Identifies, analyzes, and provides innovative solutions to cost engineering and planning/scheduling problems.
Principal Responsibilities:
- Responsible for effective execution of Project Controls programs on an assigned large or major project/program in accordance with Optima Chemical Group, LLC. and applicable
Project Controls Department Procedures.
- Reviews and approves Earned Revenue Determination Data, Proposal Financial Summaries,
Project Financial Status Reports, and Charge For Project Working Capital calculations for assigned project/program.
- Plans staffing needs for assigned project/program.
- Reviews contract drafts for adequacy of cost and scope definition and Project Controls requirements. Coordinates development of all data in support of negotiations.
- Prepares, coordinates, and directs Project Controls presentations to Optima and client management, as required.
- Participates in the development and training of assigned personnel and the implementation of on-the-job and classroom training programs.
- Conducts personnel performance reviews and career counseling. Interviews candidates for employment and makes recommendations for employment decisions.
- Directs project control activities.
- Develops, interprets, and executes policy, objectives, and standards applicable to cost and schedule control and analysis activities.
- Prepares the Project Controls Plan for assigned project/program.
- Maintains liaison with Optima Chemical functional management to coordinate workload and staffing plans, work processes, and procedures.

Basic Qualifications:
- Bachelorâs degree in Engineering, Construction Management, or Business and 15 years of related work experience or 21 years of related work experience in lieu of degree.
- Possess right to work in the US without sponsorship
- Must be physically capable of conducting work including the following activities: extensive walking in and around a construction site, climbing ladders, climbing scaffolding, walking on elevated platforms, walking on uneven surfaces, climbing in very small and/or confined spaces and lifting up to 60 lbs.
Minimum Qualifications:
- Thorough knowledge of and demonstrated experience in directing cost engineering functions, including cost estimating, control, and analysis, and planning and scheduling functions, including schedule development, control, and analysis, in the field and the home office.
- Experience and demonstrated skill in establishing criteria for Project Controls activities.
- Demonstrated skill in management, supervisory, and personnel administrative functions.
- Skilled in oral and written communication, with demonstrated ability to present Project
Controls information to management/client.
- Demonstrated skill in identifying, analyzing, and solving problems.
- Knowledge of engineering and construction management customarily acquired over time through specialized instruction or practical experience.
- Knowledge of current industry and technical developments.
