EMPLOYER PROFILE
The LeadingAge Indiana is a state association representing nonprofit organizations which operate nursing homes, retirement communities, assisted living facilities, senior housing, and senior services. LeadingAge Indiana also manages the Indiana Assisted Living Association and the Indiana Hospice and Palliative Care Organization. LeadingAge Indiana’s mission is to assist our members and the members of the managed associations to provide the highest quality of care and quality of life to those they serve. Our focus is on promoting quality improvement and best practices both for the organizations we serve and in state and national public policy.
POSITION PURPOSE
The President/CEO is responsible for the overall management of the association and assisting the Board of Directors with developing and implementing the strategic direction of the association. The position is responsible for facilitating Board and committee activities and responsibilities. The President/CEO is responsible for representing the membership with the Indiana General Assembly, state government agencies and the media. The position is responsible for collaborating and coordinating with other associations, consumer groups, and the national association LeadingAge to further the goals and mission of the association. The President/CEO serves as the Treasurer of the LeadingAge Indiana – Political Action Committee. The position is responsible for overseeing the contracts with associations managed by LeadingAge Indiana.
ESSENTIAL FUNCTIONS AND RESPONSIBILITIES

Legislative Advocacy:
- Staff the Public Policy Committee. The Committee meets every year in mid-January to review bills introduced into the General Assembly and to recommend LeadingAge Indiana positions. The Committee can meet at other times as issues arise. The President/CEO is responsible for setting up the meeting and setting the agenda with the Chair (Board Chair Elect);
- Identify public policy issues that are likely to impact LeadingAge Indiana members through discussions with members, communication with other associations, legislators, and state officials, and other investigate avenues;
- Analyze issues and develop proposed policy positions;
- Work with the Public Policy Committee and the LeadingAge Indiana Board to create, adjust, and modify public policy positions to achieve the best results for LeadingAge Indiana members;
- Coordinate and collaborate with other trade associations and consumer groups to obtain support for LeadingAge Indiana public policy positions;
- Work with LeadingAge Indiana lobbyists (Barnes & Thornburg) in implementing the LeadingAge Indiana public policy position. The President/CEO meets with the lobbyists prior to the session to identify issues to be pursued by LeadingAge Indiana or issues LeadingAge Indiana should oppose and develops a strategy to achieve these objectives. This includes finding possible legislative sponsors for LeadingAge Indiana bills, working collaboratively with other associations on positions, meeting with key legislators about the issue, attending and testifying at legislative hearings, and other related legislative activities.
- Work actively with other related associations to coordinate advocacy agendas and activity wherever possible.
- Communicate with the members regarding legislative activity.
- Organize member advocacy efforts as needed to contact legislators about key issues.
State Governmental Advocacy:
- The President/CEO is responsible for developing effective working relationships with key leaders in state government in agencies impacting LeadingAge Indiana members. These include Medicaid, the Division of Aging, the Indiana State Department of Health, the Indiana Department of Insurance, the Professional Licensing Agency, the Attorney General’s Office, the Securities Division of the Secretary of State’s Office, and the Governor’s Office.
The President/CEO meets regularly with the heads and staff of these agencies to identify proposed rules, programs and activities that would impact LeadingAge Indiana members, to promote policies that will help LeadingAge Indiana members, and to oppose initiatives, rules or policies that would negatively impact LeadingAge Indiana members.
- The President/CEO is responsible for developing and providing testimony of proposed rules impacting LeadingAge Indiana members.
- Identifies keys advisory committee and other boards and commissions which deal with issues impacting LeadingAge Indiana members and attends these meeting and provides input as is appropriate.
- Identifies other staff members who should be involved in various meetings, programs, and issues with various parts of state government and provides direction for these activities.
LeadingAge Indiana – Political Action Committee
- Serves as the Treasurer of the LeadingAge Indiana – Political Action Committee. In the spring of every year, the President/CEO begins a PAC solicitation campaign which includes letters to members, articles in the newsletters, Board e-mail requests, and discussion at Board meetings and the LeadingAge Indiana Spring Conference.
- Tracks all contributions to the PAC and all expenditures by the PAC and reports these to the Indiana Election Commission as required by rule.
- With the assistance of the LeadingAge Indiana lobbyists, identifies appropriate fundraising events to attend during the summer.
- Tracks legislative contacts and expenditures for reports prepared by the LeadingAge Indiana lobbyists for the Lobbying Commission.
LeadingAge Advocacy:
- Actively follows national issues and communicates regularly with LeadingAge staff on specific issues.
- Provides input to LeadingAge on key national issues as they relate to LeadingAge Indiana members.
- Organizes LeadingAge Indiana member advocacy campaigns on national issues as requested by LeadingAge through e-blasts, newsletter articles and other means.
- Participate on LeadingAge task forces and commissions as requested on policy issues.
- Serve as a technical resource to LeadingAge staff.
Information:
- Review newsletters from LeadingAge, other state affiliates, and other state and national sources and determine what information is most important for LeadingAge Indiana members.
- Writes or collects national and state articles for the newsletter.
- Determine what information needs to be sent to members via an e-blast, newsletter, or website.
Education:
- The role of the President/CEO is to help organize staff strategic planning around member educational needs.
Financial:
- Work with the VP of Finance to develop the proposed budget during the summer for presentation to the Budget and Finance Committee in August.
- Coordinate the distribution of the millage forms in July that obtains the program revenue information necessary to set dues for LeadingAge and LeadingAge Indiana.
- Work with the VP of Finance and Executive Vice President of Operations to oversee the financials for the association on an ongoing basis and make changes as necessary to meet budgetary goals.
- Negotiate and sign all business contracts for the association. Collaborates with EVP of Operations and VP of Finance regarding logistical contracts for meetings/events.
- Responsible for the long-term financial viability of the association.
Internal Operations:
- Manages and collaborates with Executive Vice President of Operations regarding staff; hiring, termination. Makes final termination decisions.
- Works to achieve a collaborative and coordinated staff work environment.
- Runs weekly staff meetings.
Relationship with LeadingAge:
- Attend the Executive Forum meetings that occur at each of the two LeadingAge conferences and the stand-alone meetings which occur in January and July.
- Participate in Executive Forum task forces and committees as appropriate.
- Attend both LeadingAge conferences annually.
- Develop close working relationships with key LeadingAge staff.
Board Governance:
- Work with the LeadingAge Indiana Board Chair in setting Board and Executive Committee agendas.
- Participate in the LeadingAge Indiana Nominating Committee process to assure that effective Board members are nominated.
- Work with the LeadingAge Indiana Board Chair in establishing appropriate Board retreats and setting of strategic goals for the association.
- Provide regular e-mail updates to the Board regarding association activities and issues impacting or potentially impacting LeadingAge Indiana members.
- Assure that new Board members receive a thorough orientation at the first meeting of the year.
- Provide day-to-day leadership and management in the following areas of operation: Finance, office administration, building, membership, human resources and personnel.
EDUCATION AND/OR EXPERIENCE
To perform this job successfully, an individual should have an equivalent of the following education and/or experience.
- A bachelor’s degree in a relevant field is required; a master’s degree is preferred.
- Ten years of progressively responsible leadership experience in aging, health care, or association management and, public policy/lobbying experience.
- Demonstrated experience delivering outstanding internal and external customer service and having a natural service-orientation is required.
