    We are seeking an experienced Chief Operating Officer (COO) to join our executive team to provide leadership and oversight in the day-to-day operations.Regional One Health is designated a Level I trauma center for Arkansas, Mississippi and Tennessee. We have the region’s only burn center verified by the American Burn Association. Centers of Excellence include trauma, burn, neonatal intensive care and high-risk obstetrics.


    POSITION PURPOSE:

    Provides leadership and direction for the overall operations of the organization including planning, financial and resource management, staffing, marketing, customer satisfaction and continuous improvement. Responsible for developing concepts for new and improved services, programs, policies, and procedures as well as advisor and consultant on improving and maintaining established programs and services. Directs and integrates the various functions of the organization into the overall strategy and is responsible for the performance and measurable quality outcomes of direct reports.
    SCOPE OF RESPONSIBILITY AND AUTHORITY

    All job requirements are carried out within the context and framework of Regional One Health’s mission. The position is bound by the decisions of the Board of Directors; hospital policies and procedures; federal, state and local regulations, the Collective Bargaining Agreement, and JCAHO. The Chief Operating Officer has the authority to:
    • Develop and implement the strategic operational objectives of the organization in a collaborative manner to achieve organizational goals.
    • Determine and allocate appropriate resources relative to the organization operating, personnel and capital budgets.
    • Direct the development and implementation of contracts and service agreements and make recommendation for approval of contracts.
    • Approve and ensure applicable policies and procedures which support the organization’s mission.
    • Develop and implement appropriate systems measurements to ensure that the needs of the internal and external customers are met.
    • The following decisions must be referred to the next level of management or the entire Executive Staff
    • Revision of the definition and scope of service lines.
    • Approval of operating, personnel, capital budgets, and objectives.
    • Approval of all contractual arrangements within established limits.


    PRINCIPAL RESPONSIBILITIES
    • Consults with and advise the CEO and appropriate Executive Staff members regarding issues, events, pertinent changes in internal/external market, threats, and opportunities in a timely and anticipatory manner and presents action plans for implementation/approval to ensure hospital objectives are met.
    • Provides for the identification, analysis, development, and recommendation of operating policies, systems, programs, and standards to ensure the efficient integration Healthcare Delivery System.
    • Directs the development and implementation of standards and measurements to met customer requirements, produce quality outcomes, and continuously improve processes in a collaborative manner.
    • Evaluate individual and team performance; provides information, feedback, and support to enhance patient care services and programs through skilled and motivated staff, to provide for professional development and to maximize contributions towards established goals and objectives.
    • Develops, monitors, and maintains operating, personnel, and capital budgets based on appropriate projections, assumptions, and recommendations in accordance with established policies and procedures. Actively participates in the strategic planning process.
    • Directs the planning, development, and marketing of current and new services and programs to enhance the long-term viability and competitive advantage of the organization to promote quality patient care and maintain financial stability.
    • Maintains appropriate relationships and communication with medical staff and participates on hospital/medical staff committees to ensure that patient care and service objectives are met.
    • Maintains professional/civic affiliations to enhance professional growth and development and to improve organization’s visibility.


    POSITION REQUIREMENTS
    • Masters Degree in Health Care, Public Health or Business Administration or equivalent experience.
    • Seven (7) years of progressive health care administration experience with a minimum of five (5) years of management experience with at least two (2) years at the executive level.
    • Experience in a union environment desired.
